　慰安婦問題が、外国で暮らす日本人にとって、どれほどの苦難をもたらしたかは、おそらく日本にいる人たちにはわからないと思う、と筆者はいいます。
　慰安婦とは何かということをはじめ、日本と韓国との過去の関係、現在の関係、そして何より、この問題において朝日新聞の果たした役割と、誤解が歩き出した理由を説明しなくては、ドイツ人に慰安婦問題の背景を十分に理解させることは不可能です。何しろドイツのメディアは、まったく誤った情報を一方的に、あたかも疑いない真実であるかのように伝えているからです。
　たとえば、２０１４年１１月１８日のフランクフルト・アルゲマイネというドイツの一流紙は、東京特派員の次のような記事を載せています。

歴史の曲解「日本がアメリカの教科書の訂正を求める」
　　日本の歴史修正主義は、新しい段階に突入した。
　　外務大臣はアメリカの歴史教科書を修正させるつもりだ。
　　しかしそれは、歴史研究の現状への抵抗に過ぎない。
　日本が、戦時中の自国の残虐行為を無かったことにするために、外国の教科書にまで明らかな圧力をかけたのは、これが初めてだ。岸田文雄外務大臣が、火曜日、東京で語ったところによると、日本政府は歴史家Jerry BentleyとHerbert Ziegler の書いたアメリカの歴史教科書を批判した。そこには、日本軍が、東アジアの２０万の女性を、前線の売春所で強制売春したことが記されている。（以下略）

　ひどいものである。歴史事実と違うから、と言って抗議していることなど一切ふれられず、まるで事実隠ぺいを図ったかのような一方的な書き方です。
　こんなことを言われる原因を作った、朝日新聞と日本政府の責任は、どうしてくれるといいたいところです。ドイツだけではないのです。

The author writes “It is unlikely that residents of Japan proper know much distress the comfort-women controversy has caused Japanese nationals living in foreign countries.”
It is nearly impossible to educate Germans about the comfort-women controversy. There are so many aspects that must be explained, including who the comfort women were and what they did, and past and present relations between Japan and Korea. It is of paramount importance to shed light on the Asahi Shimbun’s role in the controversy, and why a false report ended up taking on a life of its own. Unfortunately, the German media ignore these aspects of the controversy, focusing instead on horror stories, and the “sex-slave” tragedy.
The following article appeared in the Frankfurter Allgemeine, one of Germany’s leading dailies, as an example:

MISREPRESENTATION OF HISTORY: JAPAN DEMANDS CORRECTIONS TO AMERICAN TEXTBOOKS

Historical revisionism has entered a new phase: Japanese foreign minister intends to effect changes in US textbooks. This is nothing more than resistance against the current state of historical research.
For the first time Japan is exerting pressure on foreign textbooks in order to whitewash its atrocities during World War II. In a statement made on Tuesday in Tokyo, Foreign Minister Fumio Kishida said that the Japanese government had criticized an account in a history textbook used in the US. The authors are historians Jerry Bentley and Herbert Ziegler, and in the account in question they maintain that the Japanese Army compelled 200,000 women to serve as military prostitutes in East Asia.

The reporter has no doubt about the illusion that the Japanese Army compelled 200,000 women to serve as military prostitutions in East Asia. This situation was caused by Asahi Shimbun’s false article on the comfort women and the Government’s improper treatment of this issue–blame for responsibility to this misdeed rests with them.

３．グレンデール市慰安婦像撤去裁判の展開と見通し

　歴史の真実を求める世界連合会GAHT-US (The Global Alliance for Historical Truth) （代表：目良浩一）は、グレンデール市に設置された慰安婦像は撤去されなければならないと、訴訟に踏み切りました。その考え方の根拠は次の通りです。

　この碑は明らかに捏造された歴史観に依存するもので、このような記念碑が設置されれば米国内の他の都市にもこのような慰安婦像が設置されて、米国の人は日本人が極めて残忍な性格を持っているという認識が広まる。そして、それが全世界に広まる可能性があり、そうすればその見解は数世紀に亘り残るであろう。それでは、我々の子孫は、「君たちは残忍な人たちの子孫だ」とする汚名を負って生まれてくることになる。このようなことは許せない。何としても、我々の世代でこの世紀の汚名は濯がなくてはならない。

　連邦裁判所への提訴をするや、『フォーブス』誌に中傷記事が掲載され、その影響で著名弁護士事務所、メイヤー・ブラウン社が担当をおろしてほしいと言ってくることから始まり、数々の圧力、裁判官の偏見と闘いつつ訴訟を継続しています。その経過、現在の状況、見通しがここに説明されています。

C．Perspective on lawsuit for the removal of comfort-woman
statue in Glendale, CA

GAHT-US (The Global Alliance for Historical Truth) (Chairman: Mera Koichi) filed a lawsuit in U.S. District Court demanding removal of comfort woman statute installed in Central Park in Glendale City. The reason was as follows.

It is clear that this statue is a product of a fabricated view of history. Once this kind of statue with its attendant false message is installed, similar statues will be installed in other cities across America as well, spreading the false perception that the Japanese people are an extremely savage-natured race. Such a fallacy will quickly spread throughout the world and will remain in the minds of people for centuries to come. Then our future generations will be doomed to bear the shame that they are the offspring of a brutal and savage race. This kind of future should never occur. Our generation will be the one responsible for stopping groundless dishonor from being inflicted on future generations.

Soon after its filing in the District Court, Forbes magazine published a slanderous article concerning the lawsuit. Faced with this criticism, Mayor Brown, a well known law firm entreated GAHT to drop the firm from the case. This was only many obstacles they faced in the course of lawsuits. They are still continuing lawsuits to win with their utmost.

“ユネスコ記憶遺産に登録申請した
「通州事件」から“
その１、「戦禍の北支を行く」（吉屋信子）
（『主婦の友』昭和１２年９月号）

小説家として有名な吉屋信子は昭和３年、満州、ソ連経由でヨーロッパに渡り、１年近くパリに滞在した後、アメリカを経由して帰国するなど行動的な女性でしたが、昭和１２年８月には、主婦の友皇軍慰問特派員として北京に到着しました。直ちにその一ヶ月前に起こった通州の悲劇の跡を取材すべく通州に入りました。その手記が『主婦の友』誌９月号に掲載されました。
小説家の手による優れた観察記を英訳して「通州事件」記憶遺産の記録として、ユネスコに登録申請しました。登録申請者、通州アーカイブズ設立基金のご承諾を得て皆様に、また世界の人々にご紹介する次第です。
＊吉屋信子（１８９６～１９７３）
　１９１６年『花物語』で人気作家になる。１９１９年『屋根裏の二処女』
　で同性愛を描いて話題になり、また１９３７年発表の『良人の貞操』は男性
　の貞操をめぐって議論を起こした。１９５２年には『安宅家の人々』『鬼火』
　で、第４回女流文学者賞を受賞した。晩年は『徳川家の夫人たち』『女人平
家』など女性史を題材とした長編小説を執筆した。

“Tongzhou Massacre” Series No.1

“Bearing Witness to the Ravages of War in North China”

This is the first of a series of articles pertaining to the Tongzhou Massacre submitted for inclusion in UNESCO’s Memory of the World Register; it originally appeared in the September 1937 issue of Shufu no Tomo.

Yoshiya Nobuko was an immensely popular, award-winning novelist. She was also an adventurous woman who, in 1928, traveled to Europe by way of Manchuria and Russia. She spent a year in Paris, and then returned to Japan via the United States.

In August 1937 Yoshiya arrived in Beijing. She then headed for Tongzhou, where Shufu no Tomo, a monthly magazine, had sent her to cover the aftermath of the Tongzhou Massacre, which had occurred during the previous month. Her account of the horrific sights she saw in Tongzhou appeared in the September issue of that publication.

We have submitted an English translation of this gifted writer’s observations for inclusion in UNESCO’s Memory of the World Register. We have obtained approval from the applicant, the Fund for Archives of the Tongzhou Massacre, and are sending a copy to each of you; we will also disseminate the article overseas.

Yoshiya Nobuko (1896-1973)

It was her novel Hana monogatari (Flower Tales), published in 1916, that brought Yoshiya Nobuko into the limelight. Her fame only increased with the publication of Yaneura no ni shojo (Two Virgins in the Attic), which describes a lesbian relationship. Otto no teiso (A Husband’s Virtue), issued in 1937, drew a great deal of attention and inspired debates about male fidelity. Ataka ke no hitobito (The Ataka Family) and Onibi (Demon Fire), both published in 1952, earned Yoshiya the Joryu bungakusha sho (Women’s Literary Prize). Toward the end of her literary career, she focused on novels about women’s history, among them Tokugawa no fujintachi (Tokugawa women) and Nyonin Heike (Women of the Heike).

2、米議会決議の根拠とされた「田中ユキ」氏の著書

　２００７年７月３０日米下院で慰安婦に関する対日非難決議がなされましたが、そのベースになったのは同年４月３日に米議会調査局のラリー・ニクシ調査員が道議会に提出した「日本軍の『慰安婦』制度」と題する報告書でした。
　ところがこの報告書は田中ユキの英文著書 Japan’s Comfort Women (Routlege) を主要な根拠にしているという事実を高橋教授はこの論文で指摘しています。
　しかも田中ユキ（本名田中利幸広島大学教授、オーストラリア国内で記事を書くときには「赤坂まさみ」の名前も使用）は、著書の中で上海師範大学の蘇智良教授の調査を取り上げてその根拠に使うなどしています。
　一方蘇智良教授は、英文著書Chinese Comfort Women (Oxford University Press)は、田中ユキの前掲書の中の「慰安婦制度の組織構造」を参照にするなど両者はいわば協力関係にあることを明らかにしております。
　蘇智良教授は、慰安婦４０万人説をとなえ、中国政府の強力な助成のもとユネスコの記憶遺産登録申請の中心人物となっていることも明かしております。

B. Tanaka Yuki’s Book Forms the Basis of US House Resolution

On July 7, 2007, the US House of Representatives passed House Resolution 121, which rebuked Japan’s stance towards the comfort women. The basis for the resolution was a report submitted to the House by Congressional Research Service staffer Larry Niksch, “Japanese Military’s ‘Comfort Women’ System,” on April 3 earlier in the year.
Prof. Takahashi reveals that the key source upon which the report based its “conclusion” was Tanaka Yuki’s book Japan’s Comfort Women, published by Routledge in 2002.
Tanaka Yuki, Tanaka Toshiyuki’s pseudonym, is a professor at Hiroshima City University. It appears that Professor Tanaka also uses the name Akasaka Masami when writing articles for an Australian audience.
Tanaka’s Japan’s Comfort Women cites research by Su Zhiliang, a professor at Shanghai Normal University. At the same time, Su’s English language book, Chinese Comfort Women, published by Oxford University Press in 2013, contains many references to the section of Tanaka Yuki’s book dealing with the “organizational structure of the comfort women system”. Evidently, Tanaka and Su have mutually reinforced each another.
Su estimates the number of comfort women as 400,000, which is based on unscientific assumptions. He is now attempting to have this ridiculous, baseless number entered into the UNESCO Memory of the World Register.
