「公文書に見る日米交渉―開戦への経緯」
における疑義と要請―その２
国立公文書館では、２００５年１２月８日に「公文書に見る日米交渉―開戦への経緯」と題するインターネット特別展を公開しました。その後何度か資料・文献を追加してきております。
ところが、そこに開戦経緯の中の重要なテーマである「対米覚書」伝達遅延事情について重要な問題について、詳細な研究をまとめた杉原誠四郎（元城西大学教授）の著書『日米開戦以降の日本外交の研究』（亜紀書房）（１９９７年）が、たくさん掲載されている参考文献の中に見当たらないことにつき、疑義を申し立てたところ、加藤丈夫公文書館長から回答が来ました。

回答では、「担当職員が実際に参照した文献のみを掲載した」とありますが、杉原氏はこれに対して、次のように反論しています。
「本件に関する当該書については、平成１７年のインターネット展示開始の時点で、下記のような経緯で、その研究成果は世間の注目するところとなっており、その存在は顕著に明らかになっていました。
平成１３年、後に防衛大学校校長に就任される五百旗頭真氏が中心となって、日本もアメリカの外交電報を解読しており、情報戦においては、部分的に日本は互角に戦っていたという事実を初めて発見したと、記者会見をして発表されたことがあります。しかしこの史実は、平成９年刊行の本件当該書で紹介しており、本書では、日本側がアメリカの外交電報を相当程度解読していたという事実だけではなく、実はアメリカ政府は日本側がアメリカの外交電報を解読しているというその事実を知っていたという事実も紹介し、（略）。
…五百旗頭氏が記者会見で日本側もアメリカの外交電報をある程度解読していたという史実を発表されたとき、私（杉原）は各新聞社からいろいろと取材を受け、私はこの史実は初めて知られたものではないとコメントし、そのコメントは地方紙も含め全国の新聞で報じられ、この本もそこで紹介されました。」

明らかに、担当職員は、事実を知らなかったのではなく、ある「立場から」意図的に当該書を外したものと推測されます。
公平性が求められる公文書館として、この件への誠実な対応が求められるところです。

Open Letter to the National Archives of Japan
Regarding the Special Internet Exhibit
“Diplomatic Negotiation between Japan and the United States”

On December 8, 2005, the National Archives of Japan opened an Internet Special Exhibit “Archives Reveal Diplomatic Negotiation between Japan and the United States”.
However, we did not find Study on Japan’s Diplomacy after the Opening of the War between Japan and the United States, authored by Professor Sugihara Seishiro, published in 1997 by Aki Shobo, among the many references. So, Prof. Sugihara sent a letter to Mr. Kato Takeo, Director of National Archives of Japan, who sent back reply letter as below:

In the letter it is mentioned that “the staff responsible for this Web exhibit listed only those sources he directly referred to or used in writing an introduction and other explanations to the exhibit.”

“— regarding my book in question, which relates to Japan-U.S. diplomatic negotiation, the findings that I wrote in the book are very well known in the academic world and attracted much public attention at the time when this Web Exhibit opened in 2005.
In 2001, Mr. Iokibe Makoto, who later became President of the National Defense Academy of Japan, led a study concerning Japan’s intelligence capability before the War and revealed at a press conference a fact that he knew, for the first time, that Japan was successful in decoding U.S. diplomatic telegrams to certain extent, vying with the United States in intelligence warfare.
However, this historical fact was already stated in my book Study on Japan’s Diplomacy after the Opening of the War between Japan and the United States, published in 1997 (by Aki Shobo). —
When Mr. Iokibe announced the historical fact that Japan had decoded American diplomatic telegrams to a certain extent at a press conference, I was interviewed by the media about this “newly discovered” fact and I told them that this was not in fact “newly discovered”. My comments were widely reported in both national and local newspapers, with my book mentioned in those articles as well.”
It is apparent that the staff responsible for the Web exhibit did not know about Sugihara’s book but intentionally ignored it by some reasons. This is not the way for the neutral nature National Archives do, so this should be reconsidered.
