その３ 第二章 南京安全区設立の真の目的
南京安全区国際委員会は次のような設立声明を出しています。
「デンマーク人、ドイツ人、イギリス人、アメリカ人より構成される国際委員会は、南京及びその近郊において、不幸にも戦闘が行われた最の市民の避難場所として、安全区を設置することを日中両国の当局に提起したい。…」
ところが、奇妙なことに実際に設立された国際委員会にその後デンマーク人とイギリス人は入っていないのです。そして、ラーベは無理やり委員長に祭り上げられてしまったのです。国際委員会はその実態がアメリカ人宣教師によって、設立され運営されていることを、後々まで隠していますが、ラーベはそのためのベール役に使われていたというのが真相であることが、本章では説明されています。
イギリス人のシールズは最初は国際委員会メンバーに加わりますが、国際委員会の正体を認識した結果その後離脱しました。次のように言っています。
「南京の安全区設定は間違いだった。民衆の保護とは名目上で、本当のところは、アメリカ人、ドイツ人、富裕な中国人の財産保護のためである。安全区設定以前から中国軍は区内に大きな対空砲を設置していたし、その後も、引き続き使用していた。」（キャボット・コヴィルの日記より）
実は、日本軍も同じような認識を持っていたのでした。
「表面慈善事業たるを標榜し、世人の猜疑を避けつつも、その②裏面にあっては自己の利益に汲々たる一方、難民を手なづけ、自治委員会の円滑なる発展を妨害するが如き幾多の行動ありたり。しかもかかる態度は不逞分子の利用する所となる傾向ありたれば、・・」
この両者の共通する認識は、かなり実態をつかんでいたものであることが、判明してきます。
安全区設立のための国際委員会の初会合の前日に、宣教師たちの内部会議でこの計画の報告が行われたのですが、そこで宣教師団のリーダーであるミルズが述べたことをヴォ―トリン女史が日記に次のように記しています。
「機密事項：私たちの会合で、ミルズ氏は強い願望を表明した。すべての教育を受けた人々を欧米に行かせる代わりに、宣教師の一団が降りて中国軍を手助けし安心を与えるよう試み、混乱と略奪の中、小集団であってもそれが中国にとっていかなる意味をもつかを彼らに知らしめた方がずっと良いと」
つまり宣教師たちの安全区設立の一番の目的は「中国軍を支援保護したい」ということだったということです。
実際にどのように保護支援していったのかについては次章で述べられます。

Series No.3: Chapter 2 The true purpose of establishing the Nanking Safety Zone
The International Committee for the Nanking Safety Zone issued a statement establishing the International Committee:
An international committee composed of nationals of Denmark, Germany, Great Britain and the United States, desires to suggest to the Chinese and Japanese authorities the establishment of a Safety Zone for Civilian Refugees in the unfortunate event of hostilities at or near Nanking…
Curiously, nationals of Denmark and Great Britain were not in the list of members of the International Committee when it began operation. A German, Rabe, was elected as chairman. The International Committee was trying to conceal the fact that the Committee was actually controlled by American missionaries. This chapter explains that Rabe was effectively utilized as cover for the real nature of the International Committee.
A British businessman, P.R. Shields, was a member of the International Committee from the start. Later realizing the real nature of the Committee, he left. The following is from diaries of Cavot Coville;
Shields said, “The Nanking safety zone was a mistake. Nominally, for civilian protection, it was really for American, German, and wealthy Chinese property. The Chinese had a large anti-aircraft gun in it even before it was defined; they continued to use it.”
Interestingly, the Japanese authorities had a similar view:
“Appearing to be a philanthropizing organization and avoiding public suspicion, in fact, they are intent on making profits for themselves, while they win over refugees and take various actions which seemingly obstruct smooth development of the Autonomous Committee. Moreover, such attitudes tend to be used by discontented factions…”
These two views were not far from the truth. The following is Minnie Vautrin’s notes from a meeting of the American missionaries held one day before the first meeting of the International Committee to set up the Safety Zone, to report on a plan:
“Confidential. At our meeting Mr. Mills expressed the longing that instead of having all educated people trek westward that it would be far better for a group to go down and try to encourage and comfort the Chinese army and help them to see what disorder and looting among even a small group means to China…”
How they actually “encouraged” and “comforted” the Chinese army will be described in the next chapter.
