Bill 79「南京虐殺記念日」制定に対する反対意見書

　カナダのオンタリオ州では、中国系の議員がBill 79「南京虐殺記念日」を制定する法案を提出し、審議が行われています。
　この法案審議に対してJCCC日系文化会館を中心に反対署名活動が行われております。
日系カナダ人のシャロン・アイザックさんは２月１５日に、歴史歪曲を全面的に批判する意見書を議長並びに州議会議員全員 に送りました。さらに４月３日には、トロントの高校生に洗脳に等しい教育を行ってよいのか、プロパガンダの対象にしてしまうことがこのカナダで許されることなのか、という痛烈な抗議の意見書を提出しました。
４月３日の意見書には２月１５日に意見書が、添付されていますので両方に意見書を読むことができますので、皆様にご案内します。

Bill 79, Nanjing Commemorative Day Act, is now under deliberation in the Standing Committee on Justice Policy of the Parliament of Ontario, Canada.
Ms. Sharon Isac, an Ontario resident, submitted a letter denouncing the proposed bill, decrying its unfairness, citing numerous historical facts in support of her opposition. The following is her letter, sent April 3, with an attachment of her first letter, sent February 15.

Newsletter No.147J でユネスコ記憶遺産に登録申請した資料の一つ「佐々木テンの証言」をご紹介しました。

この証言は、もともと浄土真宗本願寺派因通寺１６世住職であった調（しらべ）寛雅氏が西本願寺別府別院で講話をしたときに熱心に通ってこられた佐々木さんから話を直接聞いて、『天皇様が泣いてござった』（教育社）という本に載せたものです。
藤岡信勝教授が、調寛雅氏の本との出会い、本の意義などについた解説をし、さらに調寛雅氏の本の中の文章を加えて編集したものが本書です。内容は次の通りとなっています。

Ms. SASAKI Ten’s testimony was introduced in SDHF Newsletter No.147 as material submitted to the UNESCO for Memory of the World Register for concerning the Tongzhou Massacre.
We would like to introduce the book (in the Japanese language), “The Tongzhou Massacre: Testimony of an Eyewitness,” by Professor Fujioka, which contains Ms. Sasaki’s Testimony and background information and an essay by Shirabe Kanga, a monk. It is in this book that Ms. Sasaki’s testimony was first published.

日本の参戦によりヨーロッパ植民地主義体制が崩壊し
その恩恵を受けた「スリランカの独立」

　２月４日は、スリランカの独立記念日ですが、この日に向けて　スリランカで弁護士をされているセナカ・ウイーララトゥナさんは、上記の趣旨の文章をLankawebに投稿しました。

　インドのネルーが１９３０年代に、インドの英国から独立のはいつになるだろうか、と聞かれたときに「はるか先のことだ。おそらく１９７０年代になるだろう」と答えました。それが予想もできない１９４７年に独立し、４８年にはビルマもセイロンも独立しました。
　その最も大きな力となったのは、日本がアジアのヨーロッパ勢を駆逐したことにあることは明らかですが、著者は「チャンドラ・ボース：インドのサムライ」（G.D.バクシ著）の中から次のような興味あるエピソードを書いております。
　アトリーがイギリスの首相の時にインドに独立を与えたのですが、アトリーがその後インドに来て独立時西ベンガルの知事代理をしていたチャクラボーティと会った時に、イギリスがインドを放棄した理由を聞かれて「インド国民軍将校裁判がきっかけで暴動、反乱が起きたこと」を第一の理由に挙げたといいます。
　さらに「ガンジーの影響はどの程度あったか」を聞いたところ minimal 、すなわち「ごくごくわずか」「もしくはほとんど全くない」と答えたとのことです。
　ご存知のようにインド国民軍は日本軍が育て、チャンドラ・ボース指揮の下、インパール作戦を日本軍とともに戦った軍です。これこそがインド独立の最大の要素であったと筆者は言っているわけです。

Sri Lanka’s Independence: – a result of Japan’s entry in the Second World War, which sealed the fate of European Colonialism in Asia

February 4 is Sri Lanka’s Independence Day. Sri Lankan Mr. Senaka Weerarantna, Attorney at Law, posted an essay as titled above in “Lankaweb” to commemorate this year’s Independence Day on February 2, 2017.

He replied that it would probably be in the late 1970s, i.e. long after their time. The fact that India its gained freedom in 1947, much sooner than Nehru thought possible, and Burma and Ceylon thereafter in 1948, was largely due to Japan’s fight to erase European power from Asia.
Mr. Weerarantna mentions an interesting episode from Bose: An Indian Samurai, written by G.D. Bakaki.
When former British Prime Minister Attlee visited Ceylon in 1956, he had a conversation with P.B. Chakraborty, acting Governor of West Bengal, who wrote: “My direct question to Attlee was that since Gandhi’s Quit India Movement had tapered off quite some time ago and in 1947 no such new compelling situation had arisen that would necessitate a hasty British departure, why did they had to leave?”
Attlee’s reply was that he feared Indian mutiny inspired by the trial of Indian National Army officers’ at Red Fort. The INA, fostered by Japanese Army, was led by Subbas Chnadra Bose and fought the battle of Imphal together with Japanese Army. He further stated that the extent of Gandhi’s influence upon British decision to leave India was “minimal”.

SDHF Newsletter No.159J デヴィット・ケイの「予備的報告書」への意見

「予備的報告書」に「慰安婦の真実　国民運動」が意見書提出

　国連特別報告者に指名されたデヴィト・ケイ教授は昨年４月１９日に日本の外国人特派員協会で記者会見をし、「予備的報告書」を発表しました。

　内容はみたとおり、ひどいもので日本の出版の自由は「広範な領域において、事態は甚だしくかつのっぴきならないほどに、悪い方向へ向かっているのではないかという深い、かつ見過ごしにできない懸念が生じているということを私は知りました。」と述べ、例えば「辛辣な質問をすることで有名なアナウンサーやコメンテーターが政府を非難した場合、局側が不快感を持ち、あるいは後難を恐れたために、長年勤めていた職を去らなければならなくなることがあるとのことです。」などと全く事実を無視したことを次々に述べています。
　慰安婦問題については、「第二次世界大戦中の「慰安婦」という犯罪」などと、とんでもない誤認を前提とした議論を展開しています。当時、売春は合法的であり、軍は強制など行っていませんので、まったく間違った認識です。教科書における扱いについても、まる慰安婦記述が政府による検定の圧力で外されていったかのような言ってみれば大ウソを書いています。
　こんなものが正規の国連特別報告として採用されると、第２のクマラスワミ報告となって、日本の名誉を傷つけ、そして日本政府を拘束することになります。
　すでに、「放送法遵守を求める視聴者の会」では、これに対する言論の自由という観点からの反論の意見書をオープンレターとしてデヴィト・ケイ教授に送付しています。

‘Alliance for Truth about Comfort Women’ Expresses Serious Concern
on the “Preliminary Observations by the UN Special Rapporteur
on the Right to Freedom of Opinion and Expression”

Professor David Kaye, United Nations Special Rapporteur, issued a “Preliminary Observations on the Right to Freedom of Opinion and Expression” at a press conference held on April 16, 2016 in Tokyo.

The Preliminary Observations contained serious errors and many expressed concern that these errors would be perpetuated as truth if the report is finalized in its current form.
On January 25, 2017, ‘Viewers and Listeners for Legal Compliance in Broadcasting’ sent an “Open Letter” to Prof. Kaye.
