「南京大虐殺文書」記憶遺産登録決定は恥ずべき暴挙である
再審査、取り消しを勧告する

　「南京大虐殺」なるものは、戦時謀略宣伝にすぎないということを当会では再三にわたって明らかにする文書を英文で発表し、ウェブサイトに掲載してきた。書籍６点、論文／主張等２０点以上に昇る。http://www.sdh-fact.com/
　中でも、胡錦濤主席が平成２０年５月来日の折に、南京事件研究グループ「南京事件の真実を検証する会」（会長：加瀬英明）が提出した公開質問状が重要なものである。南京事件が成立するために決定的な重要ポイント５点につき、成り立ち得ないことを説明し、反論を求めたものである。
　中文の公開質問状を、駐日中国大使館に送付すると同時に、ウェブサイトに、中・英・日文の公開質問状を掲載し、またこれをNewsletter により、内外に発信した。下記のとおりである。

　胡錦濤主席、またそれに代わった習近平主席からもこれに対する返答は来ていない。
　返答できるはずがないと我々は考えているものであるが、ユネスコは最低限、これに対する回答を中国政府に求め、その結果に基づいて登録の可否を決めるべきである。
　一方的な主張と客観性を書く証拠文書に基づいて「記憶遺産」に登録するなどということは、道義的にも学問的にも認められるものではない。
　再考を強く要求するものである。

This Society has uploaded, through our web-site http://www.sdh-fact.com/, a number of findings which clearly demonstrate that the so-called “Nanking Massacre” was nothing more than wartime propaganda. We have freely distributed these findings worldwide through our Newsletters. The uploaded information includes 6 books and more than 20 articles and critical commentaries.
Among these, I would like to emphasize the “Open Letter to President Hu Jintao of the PRC,” which was sent to the Chinese Embassy in Tokyo on May 5, 2008, on the occasion of his visit to Japan. The Open Letter was prepared by the Nanking Incident research group “Committee for the Examination of the Facts about Nanking” (Chairman: Kase Hideaki).
The Open Letter pointed out five key facts concerning the Nanking Massacre. The facts clearly showed that the so-called Nanking Massacre could not have taken place. The Open Letter invited President Hu Jintao to refute these facts.
The Open Letter was also made public through our web-site, Newsletter and press releases in three languages (Chinese, English and Japanese), which were distributed globally:

A response has not been received from President Hu Jintao—or from his successor President Xi Jinping.
We believe that they will never respond to the Open Letter. At any rate, UNESCO should at least ask the Chinese government to comment on the facts within the Open Letter and base its final judgment based on the information received from the Chinese government.
It would be morally and academically wrong for UNESCO to decide to register the so-called Nanking Massacre as a “Memory of the World” based on one-sided assertions and materials that have not been objectively verified.
We strongly urge UNESCO to re-consider its decision.

「慰安婦の真実国民運動」（代表：加瀬英明）は、アメリカの学者１８７人が署名して、The Asia Pacific Journal: Japan Focus に掲載したオープンレターに対し、反論をまとめ、下記の通り発表しました。同じく英文版でも、１８７人、そして世界の学者宛に発表しております。

ここに、『１８７人の学者による声明文に署名した人々に贈る批判文』（英文版 “RESPONSE TO THE UPDATED VERSION OF THE OPEN LETTER IN SUPPORT OF HISTORIANS IN JAPAN”）をお届けします。

御承知のように、本年５月５日 “OPEN LETTER IN SUPPORT OF HISTORIANS IN JAPAN”と題する声明文が公表され、２日後の５月７日には、特に安倍政権批判を強調した改訂版（UPDATED VERSION）が出され。賛同して署名した人も４６４名に増加していました。
この公開書簡の伏線とも言える事件として、米国マグロウヒル社が発行する教科書の内容に対し在米の日本政府の出先が抗議したことを発端とする双方１９～２０名の日米の学者による論争があり、更に日本の５０人の学者による反論の記者会見も開かれました。
従って、日本側の反応も、マグロウヒル社の歴史教科書に関する論争がらみのものと、１８７人の学者による声明文に対するものの２つに分かれています。
我々の批判は、後者、それも”UPDATED”にたいするものであり、賛同者は学者に限定されない一般人が加わったものとなっています。
本批判文の骨子は、『１８７人の学者による声明文』全体の理論構成の問題点から事実認識の間違いの指摘、反日的慰安婦論に対する反証の提示、兵の性処理問題という普遍的問題を無視して論ぜず、日本だけを批判している事実により、この声明文が一種の対日ヘイトスピーチになってしまったことの批判など、全面的な批判になっており、更に”UPDATED”版で追加された前書き部分に含まれる南京事件や靖国神社の問題に関する主張への反駁を含み、これらの人々が使いたがる「修正主義」という言葉が、あたかも、天動説の人々が、地動説の人を非難するレッテル貼りと異ならないことを指摘しています。
日本の、そして日本を拠点として活動されるマスメディアの皆様におかれましては、本批判文を熟読吟味していただき、報道に生かしていただくようお願いする次第です。

　２０１３年８月、韓国で『日本軍慰安所管理人の日記』（イスプ社）という本が発売され、大きな話題となりました。
　韓国では日本軍による慰安婦強制動員の「決定的資料」だとして大きく取り上げられました。ところが、この『日記』を読んでいく限り、戦地ですから当然慰安所の秩序維持、規制を軍が行っていた事がわかりますが、同時に慰安所の経営は民間人が、そして慰安婦は経営者の募集によって集まってきたものであることも明らかになってきます。
　管理人ですが、かなり高収入であることも分かります。２千円、５百円、６百円と送金していますが、上等兵の月給が１０円であったことからすると相当な高収入です。管理人と経営者の間、といった存在で、十分なお金を持っている時には経営も手がけていた様子も書かれています。
　崔吉城氏は、韓国内での一方的な議論よりこの原文を読んでもらうことが、慰安所、慰安婦の実態が理解してもらえるだろうと考えて、この日記の主要部分を第５章に転載したものです。貴重な同時代資料と思いますのでお読みいただければと思います。

(6) Chapter 5 Diary of a Japanese Military Brothel Manager

In August 2013, the publication of the book, Diary of a Japanese Military Brothel Manager, caused a major sensation in South Korea. In South Korea, it was widely regarded as being “definitive evidence” of the forced recruitment of Korean comfort women by the Japanese Army. However, if we read through this diary objectively, we reach an entirely different impression—the army comfort stations were run by private dealers and the comfort women were employed by them, even if orderly running of the brothels was per army regulations because of their location near battle zones.
The brothel manager was not merely a manager but under some conditions he was the proprietor. He sent home ￥500, 600 or even 2,000. This shows that his earnings was quite high, considering that a Japanese private first class soldier’s monthly pay was ￥10.
Prof. Choi included major parts of the Diary in Chapter 5 since he assumed that it would be better to for the reader to judge for themselves concerning the nature of the comfort stations and comfort women, to read the Diary rather than just discussing the matter.
In grasping the real nature of the comfort women, I think that the Diary is valuable as primary source material.

　前回のNews Letter に対して、エディンバラ大学のザックマン (Matthias Zachmann) 教授から、他の国で同じような現象（それも日本よりはより非組織的な）があるからといって、日本軍のこれらの行為の卑しさを減ずることにはならない、という投書がきました。
　あまりにも、この本、そして私が言おうとしていることを理解せず、最初から決めつけている態度に驚きました。
　冗談ではありません。何も、韓国でも米軍用の慰安所があったではないか、などと私は言おうとしているわけではなく、また崔吉祥教授が言ってるわけではありません。そんなことならわざわざ、崔教授の体験談、そして売春問題の分析を紹介する必要などありません。
　私が強調しているポイントは、解放軍と歓迎されて村に入ってきた米軍が、しばらくすると女性あさり、婦女暴行を働くようになり、村人は戦々恐々、耐えられない状態になりました。その状態を救ってくれたのは、ソウルからたくさんの売春婦が村に来て、売春宿が広がったことであった、という事実をどう考えるか、ということです。
　日本軍はこういうことが起こる可能性が高いことを予想して、事前にそれを防御するために、当時合法であった、遊郭などと同じ原理の「慰安所」を海外駐屯軍地区に開設したということです。これは、犯罪どころか、非常に人間性を理解した人道的な措置だったではないか、と教授に反論を送りました。もちろん遊郭と同じく、業者が自由に慰安婦を募集したものであることも付け加えておきました。また慰安婦の収入が非常に高額であること（新聞広告で３００円と上等兵の３０倍、アメリカ軍の尋問調書Office of War Information No.49では７５０円）であることも付け加えました。
　ザックマン教授がこれを理解してくれたかどうかわかりませんが、残念ながら返事はまだきておりません。
　今回は、韓国の性道徳と売春が扱われています。しかし「戦争中の性暴行という歴史から日本人に対する恐怖」という言葉が出てくるのは意外です。日本軍が何も韓国女性に戦争中特別な性暴力をしていたわけではないことを著者は知っているはずだからです。（第二章で韓国を隅々まで現地調査した私だけでなく、多くの学者からも一度もいわゆる日本軍従軍慰安婦の話を聞いたことがなかった、と書いています。もし戦時中日本軍の性暴力が横行していたらこんなことはないはずだからです。）

In response to the last Newsletter, I received an email message from Prof. Matthias Zachmann, The University of Edinburgh.
I was disappointed in that he probably did not fully read what I wrote and what Prof. Choi Kilsung wrote in his book. My response was as follows:

“I didn’t say “See, there was also comfort women brothels for American soldiers in Korea! And not just in the case of Japan!” Far from it!
“The very point of this book is that in war time, in a village where American soldiers were part of the “liberating” US-led UN military, soldiers perpetrated dreadful acts of sexual violence against women in that village. The only solution open to the residents to solve this problem was to accept prostitution in the village. The author stresses that this is the story of the US Army’s comfort women, a story which neither Korea, Japan nor international society can ignore when discussing the comfort women issue.
“The Japanese military, in anticipation of problems that could occur, setup the so-called “comfort women stations”. To prevent dreadful acts from occurring, strict rules concerning the brothels were posted. So, no one in Japan (including Korea) viewed the “comfort station” at that time as an oddity. This was the prevailing “tone” of brothels prevalent throughout the country. Of course, the military never ordered, to say nothing of coerced, women to become comfort woman. They were recruited by brothel business dealers in the same way as other brothels. But there was one point of departure between comfort women and ordinary prostitutes and that was income. In case of the comfort women, they received much more money than normal prostitutes because of the potential risk of being near a combat zone. According to newspaper advertisements posted by dealers, monthly payment was usually 300 yen, 30 times the pay of private first class soldiers. We now know how much they were actually paid through a document from the US Office of War Information: payment was, on average, 750 yen, much higher than that cited in advertisements…”

I don’t know whether he understood what I wrote or not—I have yet to receive his response.
