今、なぜ台湾なのか
―台湾の今置かれている状況と世界から寄せられている期待―

7月23日のポンペオ国務長官の「共産党中国と自由政界の未来」と題する歴史的演説は、共産中国との決別を鮮明にしたものです。
こうした状況下で、台湾は今や大きな期待を世界から寄せられている存在となっています。特に、共産中国発の新型コロナウィルスに対して、中国政府情報に惑わされることなく、先手を取り、早々と対策を打ち、コロナ対策の世界一の優等生となったことは、台湾の民主主義体制が、共産中国に勝るだけでなく、世界をリードするものになってきていることを示すこととなりました。
このような前提に立ち本論文は、台湾に関して6つの提言を行っています。その要旨は、
（１） 台湾安全保障のためのアメリカとの安全保障条約の締結。
（２） 準国家扱いの台湾を事実上独立国と同じ主権を持つように見なすこと
（３） ポンペオの新しい民主主義国同盟結成の時の呼びかけに率先して呼応すること
（４） 全体主義国家中国とは存在していないかのような関係を呼びかけること
（５） 新しい国際同盟では、特定国に敵意を育む教育を禁止すること
（６） 李登輝元総統が主張したように台湾政府は尖閣は日本領と認めること
台湾とは関係のないことが出ているように思われるかもしれません。しかし、実は関係しています。本文をぜひお読みください。

Why Taiwan now—the situation of Taiwan today and global expectations toward Taiwan

This year, on July 23, United States Secretary of State Michael Pompeo made a historical speech regarding U.S.-China policy. He demanded China completely abandon its policy of hegemony.
Given the circumstances, the world is greatly expect Taiwan to rise. In the midst of the novel coronavirus pandemic, when the virus first struck Wuhan, China, without being deceived by the Chinese Government, Taiwan took prompt measures and prevented the spread of the virus. This shows that Taiwan’s democratic system is not only superior to Communist China’s regime but also ahead of the rest of the world.
On this premise, Prof. Sugihara made six suggestions to the people of Taiwan:
1) In order to consolidate national security of Taiwan, Taiwan should conclude a security pact with the US;
2) Taiwan should ask countries of the world to recognize Taiwan as a “quasi-state” and that, as such, Taiwan possess the same sovereignty as independent nations;
3) We want the people of Taiwan to be the initiator of Pompeo’s idea of a new group of like-minded nations, a new democratic alliance;
4) Until China changes from an authoritarian state to a democracy, we want Taiwan to persist in demanding the rest of the world to cut its ties with China, have nothing to do with China, politically, economically and culturally–as if China disappeared from the face of the earth;
5) At a new, reformed United Nations, as a symbol of human progress and as nations of the 21st century, it should be resolved that hostile propaganda against specific nations be prohibited;
6) Former Taiwanese President Lee Teng-hui, who just recently passed away on July 30, reportedly stated, in official capacity, that the Senkaku Islands are Japanese territory. We want the Government of Taiwan to back Japan’s assertion that the Senkaku Islands belong to Japan.

その６　第５章　秋丸機関と歴史の偽造

「対米英蘭蒋戦争終末促進に関する腹案」（以後「腹案」）に沿った戦いを進めれば、日本の勝利は極めて高い可能性があったことを第３章で詳しく説明しました。
イギリスのチャーチル首相が、開戦２年目の１９４２年４月７日付でルーズベルトへの手紙で「今、日本がセイロン島と東部インドからさらに西部インドへ前進してくれば対抗できない。蒋介石ルート、ペルシャ湾経由の石油輸送ルートやソ連支援ルートが遮断される」と悲鳴を上げているのを見れば、いかにこの作戦が有効だったか理解することができましょう。
なぜこの勝利の戦略が実行されなかったのかについて第４章でいろいろな角度から検討いたしました。
いずれにしても、日本は決して自国の力、世界情勢に盲目だったために無謀な戦争に飛び込んでいったのではない、ということは十分に理解いただいたことと思います。
ところが、戦後日本に勝利の戦略があったなどということは、全く論じられないできました。軍閥が、世界の情勢もわきまえずに、無謀な侵略戦争を起こした、という歴史観が支配してきたからです。
「腹案」のもとになった、秋丸機関の主査の有沢広巳が作成した「英米合作経済抗戦力調査―其１」は、その存在が抹消されていました。さらに、当の作成者である有沢広巳自身が、１９５６年に雑誌『エコノミスト』に「支離滅裂の秋丸機関」という回顧録を書き、その中で、提出した報告が国策に反するということで、報告書はすべて焼却させられた、と書いたのです。すべて報告書はなくなっている（はずである）ことをいいことに、全く反対のことを言っているのです。つまり、戦後の風潮に便乗して、秋丸機関は無謀な戦争を止めさせる報告書を出した、という大ウソをぬけぬけと書いたのです。
すると秋丸機関の責任者であった秋丸次郎（元中佐）も、１９７９年に回顧録『朗風自伝』で、同じようなことを書いているのです。
１９８８年に有沢は死去しました。すると、なくなっていたはずの「英米合作経済抗戦力調査―其１」が残された文書の中に存在していたのです。家族にの人は、そのようないわくのある文書とは知らず、これを東大経済学部図書館に寄贈したのです。かくして、有沢、秋丸の言っていたことは全くの虚偽であることが明らかになった、いやなる筈だったのです。
ところが驚いたことにこれを正しく読んで偽造された歴史を書き換える歴史学者、経済学者が出てきたかというと、実際は全く逆で、相変わらず、有沢、秋丸のウソが歴史学界の主流ではまかり通っています。これを根底からただしたのが『日米開戦　陸軍の勝算「秋丸機関」の最終報告書』（林千勝著）（祥伝社）です。この問題について本書ではさらなる考察を加えています。

WHAT COULD HAVE BEEN

As I described in Chapter 3, had Japan adhered to “the Master Plan,” Japan might have had a good chance of winning the war. Churchill sent a letter addressed to Roosevelt, April 15, 1942, in which he wrote the following:
Until we are able to fight a fleet action there is no reason why the Japanese should not become the dominating factor in the Western Indian Ocean. This would result in the collapse of our whole position in the Middle East, not only because of the interruption to our convoys to the Middle East and India, but also because of the interruptions to the oil supplies from Abadan, without which we cannot maintain our position either at sea or on land in the Indian Ocean Area. Supplies to Russia via the Persian Gulf would also be cut. With so much of the weight of Japan thrown upon us we have more than we can bear.
This clearly demonstrates how much Churchill feared Operation 11 (the Indian Ocean Operation).
In Chapter 4, I explained why this effective operation was not conducted, even though Japan was fully capable of executing this operation.
After the war, the fact that Japan had a Master Plan for Victory has not been openly discussed in Japan, since the dominate view of the war is that militarist set off on a reckless war without even gathering global intelligence.
There is more to this line of thinking. Prof. Arisawa Hiromi, the very person who produced “Survey of US-UK Allied Economic War Potential”, which was the basis of the Master Plan of Victory, wrote a piece of fiction in the monthly magazine Economist in 1956. He said that his Survey was expunged by Sugiyama Hajime, chief of Army General Staff, because the Survey suggested not to start a war, considering the huge power differential between Japan and the US-UK axis. As explained in Chapter 3, this was contradicted to what was proposed in the Survey. However, Arisawa could say this since the Survey reports were supposedly expunged. Former Lieutenant Colonel Akimaru Jiro, chief of the Akimaru Agency, followed suit. They went along with the postwar flow by showing how pacifist they were.
Ariswa died in 1988 and his books and papers were donated to Library of the Tokyo University Department of Economics by his family. The Survey report was found in his papers. It should have been stated that Arisawa’s and Akimaru’s stories were contrary to the facts. But strangely enough, their fake stories were instead amplified by elitist historians.
Hayashi Chikatsu, an independent researcher who published Outbreak of War Between Japan and the US: Japanese Army’s Chances of Success: Akimaru Agency’s Final Report in 2015, thoroughly reviewed the Survey.
My book is very much based on Hayashi’s findings regarding this issue.

８月１７日、インドネシア独立記念日に、防衛省内に立つインドネシアの国民的英雄スディルマン将軍像への献花式が行われました。防衛省からは防衛大臣代理の渡辺幸一政務官、インドネシアからはトリ・プルナジャヤ臨時大使が駐在武官１０名とともに出席しました。

２０１１年にインドネシア国防省から日本の防衛省にスディルマン将軍の像が送られてきました。鳩山政権下だったためか、像はしかるべき扱いを受けないままでした。
このことを知った加瀬英明先生が呼びかけ人となり、８月１７日の独立記念日に、スディルマン将軍像への献花式を行おうということになり、今年はその６回目の献花式でした。
インドネシアは１９４５年８月１７日に独立を宣言しましたが、旧宗主国オランダはそれを認めず、イギリス軍とともにインドネシアに再上陸してきました。日本統治下で訓練を受けたPETA（郷土防衛軍）を主体とするインドネシア共和国軍は、日本軍残留兵士２０００名の支援も受け、４年５か月にわたる独立戦争を戦い抜き勝利しました。共和国軍の初代司令官がスディルマン将軍です。約８０万の犠牲者という代償を払っての独立でした。
この独立戦争の真っ最中、東京では極東軍事裁判が開かれ、日本は侵略者、戦争犯罪国として裁かれていました。その裁判を行っていた連合軍が、同時にインドネシアで正真正銘の侵略戦争を行っていたのでした。
何とこのことを記述した「新しい歴教科書をつくる会」の新年度版が、文科省の検定で「不合格」となったのです。「インドネシアは今でも独立が日本の戦いを機縁として実現したこのに感謝の心を持っていたのです。」という記述は、「感謝しているかどうか不明」という理由で不合格とされたのです。日本にだけスディルマン将軍像を送ってきて、献花式に大使迄が出席しているというのに、「感謝」しているかどうか？などと不合格にする教科書調査官、教科書は適切に検定されている言い張る文科大臣、一体どうなってるのでしょうか？

A Ceremony Offering Flowers to the Statue of General Sudirman

On August 17, 2020, a Flower Offering Ceremony to the Statue of General Sudirman of Indonesia was performed in the presence of the Acting Ambassador of Indonesia and Mr. Watanabe Koichi, Parliamentary Vice-Minister of Defense, on the premises of the Ministry of Defense.
Ms. KATSURAGI Nami, Chairperson of the Executive Committee for the Ceremony of Offering Flowers to the Statue of General Sudirman gave the following speech:

In 2011, the Indonesian government presented to the Japanese Ministry of Defense a statue of General Sudirman. The Hatoyama cabinet that time did not bother to pay respect to the statue.
Mr. Kase Hideaki, chairman of the “Society for the Dissemination of Historical Fact”, found out and organized a team of volunteers to hold a Flower Offering Ceremony to the Statue. This year is the sixth time such a ceremony occurred.
On August 17, 1945, Indonesia declared independence under the leadership of Sukarno and Mohammad Hatta. However, the Netherland denied independence and sent its army along with the British army, to Indonesia. The Indonesian republic army, with the assistance of 2,000 Japanese ex-Imperial soldiers, fought a four-year and five month long war of independence. The first commander was General Sudirman. The war took nearly 800, 000 Indonesians.
During this war for independence against the Dutch and British, the Allies conducted the International Military Tribunal for the Far East in Tokyo, labeling Japan an “aggressor” and executing 7 Japanese leaders for “crime against peace”.
Ms. Katsurragi’s words should be interpreted within this context.
“I can never forget the impact I felt when I saw this statue for the first time. I felt as if General Sudirman was standing there, scowling at the Memorial Hall, which was a part of the former Imperial Japanese Army Academy auditorium where the Tokyo Trial took place, …. “

The Coomaraswamy Report was the nuclear blast that propelled the current comfort women issue in the Republic of Korea. Really!

It provided the grounds for subsequent problems:
All problems are attributed to this [report], the UN sanctioned this [report] and this solves everything. (Nothing more needs to be said.)

This person Coomaraswamy is a really bad person!

慰安婦問題の真実を語る

その１：慰安婦像真実究明記者会見（演説）

２０２０年５月７日、慰安婦の象徴的存在である李容洙（イ・ヨンス）は、記者会見を行い衝撃的な発言をしました。
１） 　挺対協（現在正義連）は集めた寄付金をほとんど慰安婦のために使っていず、その代表者（尹美香）の私的目的のために使われている。
２） 自分の慰安婦時代の経験についての証言は、尹美香（ユン・ミヒャン）から言われたとおりにしたものである。
３） 自分は「性奴隷」ではない。尹美香に「私が性奴隷ではない」といったが、尹美香は「こう表現してこそ米国が怖がる」といって使わされた。
要するに、慰安婦問題の虚構性、そしてこの問題が特定の政治的な団体のために利用されていたということを内部告発したものです。アメリカ議会で証言を行った張本人がこのような「内部告発」をおこなったのです。
韓国で、慰安婦問題が歪曲されて流布され、慰安婦像を建てることに反対しているグループがあります。韓国の「国史教科書研究所」の金柄憲所長もその一人です。李容洙記者会見の８日後の１５日に、金所長は、ソウルの慰安婦像の前で記者会見を行い、李容洙発言に触れつつ、慰安婦問題の本質をズバリと直言する演説を行いました。
本質は、与党であれ野党であれ、
慰安婦が日本軍による日帝被害者だという認識を
基本的に持っていることです。
ところが、これは明らかに
嘘です。
この慰安婦は日帝による被害者でもなく、
日本軍による被害者でもありません。

KIM Byung-heon talks about the truth about the Comfort Women Issue
Series No.1: Press Conference in front of the Comfort Girl Statue in Seoul

On May 7, 2020, Ms. LEE Yong-soo, spokesperson for former comfort women, stated the following at a press conference in Daegu, South Korea:
1) Donations collected by The Korean Council for the Women Drafted for Military Sexual Slavery by Japan (KCWDMS) (now The Korean Council for Justice and Remembrance for the Issues of Military Sexual Slavery by Japan (KCJR)) were not used for former comfort women. Instead, the money was used primarily for Ms. YOON Mi-hyang’s personal expenses. Ms. YOON was the head of the group until this past March 2020.
2) Ms. YOON gave Ms. LEE instructions regarding her statements on her comfort woman days.
3) Ms. LEE was not a “sex slave.” Ms. LEE asked Ms. YOON Mi-hyang to not use the phrase “sex slave” but Ms. YOON made it a point of using the phrase at the UN because “the expression was effective in scaring America.”
This statement was made by the very symbol of former comfort women—Ms. LEE spoke her experience as a comfort woman in the US House of Representatives.
There is a Korean group that refutes the poorly understood Comfort Women Issue and demands the removal of the Comfort Girl Statue in Seoul. Mr. KIM Byung-heon, Director of the Korean History Textbook Research Institute is a member.
On May 15, eight days after Ms. LEE’s press conference, Mr. KIM Byung-heon held a press conference in front of the Comfort Girl Statue. He concluded that “Comfort women were neither victims of Japanese imperialism nor victims of the Japanese army.”
