原書「大東亜戦争：日本は勝利の方程式を持っていた」（ハート出版）
英文書評者：ミロスラフ・マリノフ（哲学博士）
日本語訳（「史実を世界に発信する会」 ）

冒頭、マリノフ氏は「茂木氏の新著は太平洋戦争についての読者の理解に挑戦するものである」と述べます。その挑戦は、「もし私が日本は戦争に勝利する現実的な方法を持っていたんだよ、と言ったとすると、君の反応は？」といったものであるといいます。

これにたいする反応は、「歴史修正主義者」の良く言う話か、”if”本の一つかというものに大別されるでしょう。

マリノフ氏によると、”if”本としては、本書は歴史的な事実の詳細な研究に基づいており、また前者、つまり歴史修正主義の範疇に入れるのも、茂木氏のバランスのとれた事実の提示は、「修正主義」検閲体系に挑み、太平洋戦争の現実的解釈への窓を開いてくれるものであると述べています。

１９４１年１１月１５日（開戦の３週間前）に開かれた大本営政府連絡会議で採択された「対米英蘭蒋戦争終末促進に関する腹案」こそが日本の勝利の可能性を開く大戦略であったことをベースに茂木氏はその立論をしているわけです。南方資源地帯を抑えたあと向かうべきは、インド洋であり、イギリス東洋艦隊を駆逐した後、インド洋の制海権を握るという戦略でした。この戦略が実現すると、チャーチルが１９４２年４月にルーズベルト大統領に送った手紙で、「日本がインド洋に侵略し、インド洋の航海路を支配するようになれば、中東におけるイギリスの地位は崩壊し、原油供給の支配権を失うことになると警告した。」と訴えていたおそれが実現するわけです。

最後にマリノフ氏は次のようにまとめています。

本著の主たる価値は、冷静で客観的な太平洋戦争の現実の分析である。その分析は、日本を当時の国際社会の中での関係性でとらえ、様々な対立に対する日本の対応を検証しながら、西洋諸国についてはその責任をすべて免除し、日本については否定的なことすべてに関して日本の責任とし、アメリカの絶対的な力に対して戦いを挑んだ「愚かな日本人」という神話を払拭しようと試みている。残念なことに、この漫画的な神話は、西洋の人種的偏見に根差したものであり、１９３０年代の紛争よりもはるか以前から存在し、未だに厳然と存在し続けている。本書のような本が、一般の人々の認識を、「膝反射」作用のような感情的な反応から客観的なものに徐々に変えていってくれるよう願いたい。

Mr. Marinov states that Mr. Moteki’s new book challenges the reader’s understanding of the Pacific War: “What if I told you that there was a realistic way for Japan to win the war?”

The readers’ first reaction could be that this is another “revisionist” treatise or that it is one of those popular “what if” books of alternative history.

He says that Mr. Moteki’s book is based on meticulous research of history and therefore it is not reasonable to categorize it as a “what if” type book. He also says that Mr. Moteki’s approach makes it very difficult to place the book in the category of historical “revisionism.” Mr. Moteki’s balanced presentation of the facts challenges the edifice of censorship and opens the window to a realistic interpretation of the Pacific War.

The central focus of Mr. Moteki’s book is the “Draft Proposal for Hastening the End of War against the United States, the United Kingdom, the Netherlands, and Chiang Kai-shek (Approved at the Liaison Conference between Imperial General Headquarters and the Imperial Government, held on November 15, 1941).” The Draft Proposal was realistic because it called for concentration of Japan’s forces near the area of South-East Asia and the Indian Ocean. Japan’s goal was to secure its resources, not to conquer the world. Taking full control over the British supply lines in the Indian Ocean was the next target, which alarmed Churchill who wrote to Roosevelt in April 1942 that the possible Japanese incursion into India and dominance over Indian Ocean routes would bring collapse to the British position in the Middle East and loss of control over the oil supplies.

Mr. Marinov concludes as follows:

The main value of Moteki’s book is the sober and objective analysis of the realities of the Pacific War. It shows Japan within the context of the international relations at the time and helps to understand its reactions to confrontations from which the Western countries are absolved and Japan is blamed for all negative consequences. In that sense, the book dispels the myth of the “foolish Japs” who dared to go against the power of the USA. Unfortunately, this cartoonish myth, rooted in Western racial prejudice, which is much older than the conflicts of the 1930s, still persists. Hopefully, such books will gradually change the public perception from a knee-jerk emotional reaction to objectivity.

鯨（げい）は国を助く（小学館）
小泉　武夫　著

クジラの資源保護を目的に設立されたはずのIWC（国際捕鯨委員会）が、野生動物保護の流れに乗る一部の反捕鯨国に牛耳られて、１９８２年に１０年間のモラトリアムを決定してしまいました。調査捕鯨を行い、１９９２年までに科学的な調査結果に基づいて見直すことになっていました。調査結果によるとクジラはむしろ想定されているよりはるかに多くなっていることが分かってきました。

ところが、反捕鯨派はクジラをとること自体がいけないというIWC規約に反するイデオロギー的な主張によって、捕鯨の解禁が認められないという事態が続いた結果、日本はついにIWC脱退を決意し、２０１９年の７月から捕鯨の再開はできるようになりました。

反捕鯨の主張は、クジラは知能が高いだとかかわいそうだとか、全く客観性のない一方的なものです。しかし彼らは、自分たちの考えは高級で、日本などの考えは野蛮なだという「人種差別的」な思い込みをしているのです。

実態はどうかというと、縄文時代からクジラをとってきた日本は独特のクジラ文化を発展させていました。クジラのあらゆる部分を余すところなく活用するという極めてエコロジカルな使い方をしてきました。さらにクジラの恩恵に感謝する文化も持っていました。クジラ基地の寺にはクジラの過去帳があり、供養碑も数多くつくられています。

実は、日本の戦後の食糧難の時に動物蛋白源の４８％を賄ってくれたのがクジラであり、日本国民は大恩があるのです。

このクジラの文化、実態を多方面から解説してくれているのが、東京農業大学名誉教授の小泉武夫先生の著書『鯨（げい）は国を助く』です。

日本の皆さんも知っていただきたいことが満載されていますが、諸外国の人たちの偏見をただし、むしろこれからの地球の環境保護ににクジラは大きな役割を果たす存在であることを知ってもらう本です。

Counting the Blessing of Whales:
Insights from a Chopstics-wielding Patriot

IWC (International Whaling Commission) was organized in 1948 for the purpose of conserving whale resources. However, under the trend of natural animal preserving movement, US and some other members dominated the IWC with strong assertion of anti-whaling and decided to adopt 10 years of moratorium of commercial whaling in 1982.

The resolution has a reservation that the moratorium should be reconsidered by 1992

based on the scientific result of research whaling. However, even though scientific data obtained by the research whaling proved that number of whales was much more than previously estimated, rather much increased, the anti-whaling members were stubborn to maintain their insistence of anti-whaling.

Against the purpose of the IWC, they began to assert that “whaling itself should be banned”. No scientific discussion could be permitted at the IWC meeting. Japan finally made a decision to withdraw from the IWC. From July 2018, Japan resumed commercial whaling.

The anti-whaling advocators say that the whale is high intelligent or it is sad to kill whales. Their thought is not based on scientific evidence, rather based on their arbitrary or self-centered conviction. The truth is that they think only they are high class minded, as against savage minded Japanese. This is self-centered typical racism.

Japan has a long tradition of whaling cultured back to Jomon period of nearly 10,000 years. Japan has developed a unique whaling culture. We utilized all part of whales in various purposes. This is extremely ecological use of whales.

The Japanese always treated whales with respect and spared no effort to show reverence. Japanese have been grateful for the blessings of whales and deeply love and respect them. Evidence of this is that there are memorial mounds and graves of whales in temples near whaling stations where whaling thrived. What is even more surprising is that many temples nationwide give a posthumous name to each of the whales caught and hold memorial services for them.

This book written by Koizumi Takeo, professor emeritus of Tokyo University of Agriculture introduces Japanese whale culture extensively. I believe many people in western countries will appreciate its high quality content of this book. Moreover he urges that whales will play an important role for the preservation of the globe environment in future. We are planning to publish this translation via Amazon in kindle and on/demand/publishing in near future.

Dr. Lin says that the US and Japan should fight China cancer together. Japan’s most important role in this fight is to help China democratize.

The worst evil in today’s China is its one-party dictatorship. On a whim, a dictator can rob citizens of their lives and appropriate their assets. In the eyes of the Chinese — of the entire world, for that matter — a monolithic dictatorship is a nightmare. The great majority of Chinese want to leave China and move to a democratic nation. The Chinese long for democracy, and many of them are making a real effort to democratize China.

In the past Japan supported Chinese revolutionaries, helping them to overthrow the Qing dynasty. But today’s Japan does not need to send money or weapons to China as it did in support of the Xinhai Revolution in 1911. Instead, the Japanese need to encourage the democratization of China. Pacifist Japan’s support for democratization would have a considerable impact, and would help motivate the Chinese.

Since the concepts of human rights and democracy are understood throughout the world, and since they transcend generational and ideological boundaries, there will be widespread approval of Japan’s stance and support for democratization. Such a movement would certainly become known to the Chinese people and begin to broaden. The members of the Chinese democratization movement and outside sympathizers could collaborate, and their activities would surely expand. Such an eventuality is the CCP’s biggest fear.

In other words, the democratization of China is the most effective means of mitigating China cancer.

その７　第六章　アメリカ宣教師団による中国軍支援背景

中国におけるプロテスタント教会の全会派の連合体は、１９２２年に全国基督教連盟として設立されました。１９３７年５月６日、上海で開催された全国基督教連盟の総会において、蒋介石が推進している『新生活運動』に全面的に協力する決議を採択したのです。

『新生活運動』は単なる文化運動ではありませんでした。運動スローガンの生活の三化の第1は、「軍事化」でした。それは軍隊の組織・軍隊の規律・軍隊の精神・軍隊の行動及び生活を以て、政治・経済・教育を普及せしめ、社会全体がそれによって一つの戦闘隊ことを目的とするものでした。

『新生活運動』は従って、日中戦争勃発後に国民党の「抗戦建国」という戦時体制に組み込まれ、「戦地服務」活動を行うことになります。

宣教師たちの中にはこの軍事的な色彩の濃い新生活運動を警戒しているものもいました。しかし、蒋介石の権力基盤が確立され、また西安事件時に蒋介石が表明した信仰告白がクリスチャンに与えた強い影響もあり、この時期に全面的に支援する決定をしたわけです。

南京の宣教師グループの会合で、リーダー格のミルズ師が中国軍支援をしたいという発言をしたことが、ヴォ—トリンの日記に出てきますが、この決議の延長上のことであることが理解できます。

一方、中国側の動きはどうであったかと言いますと、まず１９３７年２月、「黄仁霖大佐」が、『新生活運動』の幹事長に任命されています。ミルズ師がアメリカ宣教師団による南京安全区での中国軍支援保護の意向を申し出たのは、この黄仁霖大佐なのです。

つまり、南京でおこったことは、上海でカソリックのジャキーノ神父が中立の安全区を作って、住民保護をしていたのと同じようなことをしていることを装いながら、実は中国軍との密接な連携の下、中国軍支援を行っていたということなのです。南京安全区を作り管理していた南京安全区国際委員会は中立のヴォランタリー・グループではなく、中国軍を支援保護することを目的としたアメリカ人宣教師グループであったのです。

The Nanjing Incident (Revised Version)

Series No.7: Chapter 6 The background of the American Missions
in Nanjing supporting the Chinese Army

The National Christian Council, representing Chinese Protestant churches, was established upon the union of all Protestant sects in 1922. On May 6, 1937, at the National Council General Assembly, resolution was passed supporting cooperation to the extent possible with Chiang Kai-shek’s “New Life Movement”.

However, the “New Life Movement” was not just about cultural reform. The first of its three slogans was “Militarization of Life.” “Militarization means to have the military organization, disciplines, spirits, actions and life permeate through economy and society, and by doing so, to make the entire society one combat unit.”

Consequently, the New Life Movement was incorporated into the Nationalist Party’s wartime scheme of fighting the enemy for the purpose of nation-building, “as planned,” after the start of the Second Sino-Japanese War. The Movement was to be involved in “War Area Service” and other actions.

Some Protestant churches hesitated in officially joining a political movement. But Chiang Kai-shek’s political leadership was established by this time and because of his profession of his Christian faith while he was held prisoner during the Xi’an Incident, the NCC decided to fully cooperate with Chiang’s “New Life Movement.”

As mentioned in Chapter 2, 3. (2) of this book, Minnie Vautrin wrote in her diary that, as a secret matter, Mr. Mills, leader of the American missionary group in Nanking, emphasized encouragement and comfort of the Chinese army. Mill’s intention along was the NCC’s policy.

As to the Chinese side, Colonel Huang Jen Lin was appointed general secretary of the “New Life Movement”. Colonel Huang was the very person missionary Mills informed of the American missionaries’ intention to support and protect the Chinese Army within the Nanking Safety Zone.

Therefore, what happened in Nanjing Safety Zone, which pretended to be something similar to that organized by Catholic priest Jacquinot in Shanghai, was not the result of neutral missionaries but of American missionaries who actively cooperated with the Chinese.
