　アメリカにおける慰安婦問題は２００７年の米議会下院決議から大きく取り上げられるようになりました。それ以前から実は、対日訴訟問題の一つとして取り上げられていました。マイク・ホンダもカルフォルニア下院議員の時に関係した「ヘイデン法」とよばれる「戦時強制労働補償時効延長法」によって膨大な補償訴訟が出されました。慰安婦もその中に含まれていました。しかし、これらに対し米国務省・司法省は一貫して「サンフランシスコ講和条約での国家間の合意で解決済み」との日本政府の主張を支持しました。合衆国最高裁判所は、慰安婦たちの集団訴訟却下の最終判断を下しました。アメリカのマスコミもこれを支持する論調がほとんどでした。
　ところが今度は、「女性の人権問題」にすり替えた日本叩きが始まり、マイク・ホンダらは２００７年に下院の決議を勝ち取ることになったのでした。この決議は、拘束力無しですが、「検証なし」で決議できるところに「目をつけた」作戦かもしれません。
　しかし、この決議以降「慰安婦非難」は大手を振ってアメリカで主張できるようになり、グレンデールの慰安婦像建立などが続出してきました。自治体がいかに一部の勢力によって動かされれているのか、その実態をこの論文は詳しく報告してくれています。

1. US House Resolution (2007) and its nationwide repercussions

The comfort-women controversy did not command the attention of Americans on a widespread level until 2007, when the House of Representatives passed Resolution 121.
The first wave of litigation began in 1999, when California State Senator Tom Hayden and California State Assemblymen Rod Pacheco, and Mike Honda sponsored what became known as the Hayden Bill, which was signed into law. The legislation was entitled “Compensation: World War II slave and forced labor.”
Fifteen women filed a class-action suit against the Japanese government in federal district court in Washington, D.C. on September 18, 2000. All claimed that they had been forced to service Japanese soldiers as comfort women during World War II. But on February 26, 2006 the US Supreme Court dismissed the class-action suit instituted by the former comfort women.
During that era, the US government, judiciary and media demonstrated an understanding of Japan’s position, as well as agreement that Japan had no legal obligation to compensate the plaintiffs.
Once it became clear that the US government and judiciary were not going to change their minds, and that Japan-bashers were not going to win the hearts of media representatives or the American people, the anti-Japanese organizations changed their tactics. They abandoned the former prisoners of wars and laborers, whom they had used to further their twisted mission, and adopted new causes: women’s rights and human rights.
This change in tactics proved very successful, bringing about House Resolution 121 and the spread of “comfort women” accusations, including comfort women statues.

No.3: Chapter 1 Unmasking the United Nations

This chapter is composed of following two essays.
A. The Origins and Flaws of the UN’s Vision by Kase Hideaki
Mr. Kase reveals the origin origins of the United Nations and strongly warns
Japanese people who worship the UN as a “temple of peace.” The rest of the world regards the UN as a diplomatic tool or an arena for international disputes.
On our part, Japan should effectively use the UN as an international forum, speaking up in order to make our voices heard and actions understood.
B. A Useless, Corrupt Organization by Fujii Genki
Mr. Fujii’s criticism of the UN is summarized as follows;
1) The UN is an international organization that pointlessly wastes its huge
budget. The huge amount of taxpayers’ money Japan contributes to the UN is
spent extravagantly by parasites called “high-ranking international bureaucrats”.
2) The UN is totally useless when it comes to solving international disputes. Indeed, there are ample occasions when the UN not acting in the humanitarian manner. At its best, the UN is a forum for useless chatter.
3) The UN has been reduced to the place where terrorist havens like North Korea, entirely negligent of basic human rights, freely espouse their propaganda. Not only is Japan a frequent target of remonstration, the United States and Israel are also often targets of attack and criticism by the UN-related bodies.

The notion that Japanese military personnel abducted 200,000 Asian women and forced them to become sex slaves has consumed the planet like a wildfire.
An investigation into the source of the argument that equates “comfort women” with “sex slaves” leads us to Japanese human rights attorney, Totsuka Etsuro. Mr. Totsuka first coined the term “sex slave” within the context of the comfort women issue in February 1992, during a speech he delivered to the UN Commission on Human Rights. Since then, the UN has issued declarations containing spurious claim after spurious claim about Japan’s comfort women system.
Having recognized the current state of affairs, the Alliance for Truth about Comfort Women, composed of 14 conservative organizations, sent a delegation to a session of the UN Human Rights Committee held in July 2014 in Geneva. They sent delegations to the UN Committee in July 2015 and again in February 2016. Two female delegates made speeches before the committees, to very favorable responses.
Fourteen members involved in this project contributed to “Sex-Slave” Report: The UN’s Global Hoax, which reveals the reality of human rights-related UN committees and their biased and fictionally based judgment on the comfort women issue.
We present a serialized English translation of this book.
