　東京裁判で日本侵略者の判決を下してからわずか２年半後の１９５１年５月３日、その
最高責任者であったマッカーサー元帥は、上院軍事外交委員会において、「彼らが戦争に
飛び込んで行った動機は、大部分が安全保障の必要性に迫られてのことだったのです」と
証言しました。日本の真珠湾攻撃は正当な「自衛権」の行使であることを認めたわけです。

　実は、経済封鎖は戦争行為であることはパリ不戦条約作成者の一人であるケロッグ国務
長官が上院軍事外交委員会で明確に認めていました。（何と真珠湾攻撃の丁度１３年前の
１２月７日でした）即ち、アメリカの経済封鎖という「戦争行為」に対して日本は自衛権
を行使したのです。

　アメリカの日本に対する戦争行為は経済封鎖に限りませんでした。アメリカは中国を通
じて日本の本土爆撃を行う計画を立てていました。大統領補佐官ロークリン・カリ―（べ
ノナ文書でコミンテルン工作員であることが明らかとなっています）が推進者となって
陸海軍合同委員会でまとめた日本本土爆撃計画ＪＢ３５５が大統領に提出されたのは、
真珠湾攻撃の５か月前の７月１８日でした。ルーズベルトはこの日本攻撃計画にＯＫの
サインを７月２３日にしました。

にルーズベルトがＪＢ３５５計画に承認のサインをした文書のコピーが載っています。
アメリカは日本に対する先制攻撃の決定を日米交渉のさなかに行っていたのです。

　　　　　　　　The US, Not Japan, Was The Aggressor

Gen. Douglas MacArthur testified before the Senate Armed Services and Foreign
Relations Committee, 82nd Congress, on May3. 1951. He said that “They [the
Japanese leadership] feared that if those supplies [raw materials] were cut off,
there would be 10 to 12 million people unoccupied [unemployed] in Japan. Their
purpose, therefore, in going to war was largely dictated by security.”

Clearly, MacArthur, who held the higest authority over the Tokyo Trials, denied
the Trials’ final judgment that Japan was the “aggressor” in the Pacific War.

Japan has been called the aggressor since the Pearl Harbor attack is generally
characterized as a “sneak attack”. However, it was not Japan that decided to
strike the first blow but the United States. On July 23, 1941, five months prior
to the Pearl Harbor attack, President Franklin D. Roosevelt signed JB355, a plan
to bomb Japan via China during Japan-US negotiation. (The document that verifies
this fact is cited as within the essay.)

It is definitely clear that the U.S., not Japan, was the aggressor. This paper
comprehensively proves this fact.

SDHF Newsletter No.36: 花柳病の積極的予防法（軍医少尉麻生徹男）

　世界各国の外征軍は兵士の性処理対策を、それぞれの国内の売春関連法に基づいて行っ
ていた。日本は公娼が認められていたので、慰安所がその戦地での営業として行われた。
アメリカは売春が合法でないので、現地調達方式をとった。ベトナムでは、米軍は現地の
売春宿をキャンプの中で営業させ、その管理は旅団長責任で行っていたことが、スーザン
・ブラウンミラーの “Against Our Will: Men, Women and Rape” というベストセラー
本に書かれている。（Ｐ．９５）
　
日本軍は兵士の性病対策に真剣に取り組み、世界各国の民間、軍の売春、性病管理の
データを集めてこれになったたことを証明する文献が、今回紹介する軍医少尉麻生徹男氏
の提言論文『花柳病の積極的予防法』である。

　これは前回紹介した麻生博士お嬢さんのまとめられた『慰安婦医療の係わりについて』
（梓書院）の第2章として収められているものである。 これを読むと、日本軍は世界で最も
良心的にこの問題に取り組んでいたことをうかがい知ることが出来る。そもそも慰安婦強制
連行などという事は、法的にも社会状況からもありえないことであるが、実際日本軍の
慰安婦管理自体がきわめてまじめに行われていた。非難されるいわれは全くないのである。

　文玉珠という元慰安婦は軍事貯金の払い戻しを求めて訴訟をしたが、貯金原簿が見つか
り、なんと2万6千百４５円の残高があることが判明した。２年半で預金がこれだけ預金し
たのだから少なくとも月千円は稼いでいたことになる。これは軍曹の給料３０円の３０倍
以上である。これを「セックス・スレイブ」と呼び、アメリカ議会で非難決議を出したのだ。
　これは「国際的な一大詐欺事件」と呼ぶべき犯罪行為といわなければならない。

Following Dr. Amako’s paper titled “Relationship between ‘Comfort Women’ and
‘Medical treatment’,” which was released on October, 2009 on our website,
I would like to introduce to you Dr. Aso’s paper titled “Positive Method
for Prevention of Venereal Disease”.

Dr. Aso, Dr. Amako’s father, was an Army Medical Doctor attached to the 14th
Clearing Hospital of Eleventh Army. He submitted this paper to a meeting on
military medicine in Jinjiang on June 30, 1939.

His paper surveyed the rate of sexal desease inflection in militaries of
Europe and America and proposed positive or proactive methods for prevention
of veneral disease within the military. Dr. Aso’s paper clearly showed that
prior to World War II, prostitution and the spread of veneral disease were
not problems limited solely to Japan but problems of great concern faced
by all militaries.

Thus,“comfort girls” as noted in an official US document (United States
Office of War Information, Psychological Warfare Team Attached to U.S. Army
Forces, India-Burma Theater), were nothing more than prostitutes or
professional “camp followers”and their presence should be judged within the
context of prostitution at that time. If Japanese Army “comfort women” are
to be called “sex slaves”, then what should prostitutes who served to
European and Amercan armies be called? Double standards should not be permitted.

「史実を世界に発信する会」第１回講演会のご案内

　「史実を世界に発信する会」は、発足してから５年を経ました。
これまでに書籍１５点、論文、意見書等７０点余りを英文で世界に発信し、
英文サイトに掲載しております。歴史重要文献のアーカイブ作り、という
目標がかなり進んできております。

さて、当会はこれまで本来の目的である、海外向け情報発信活動に主力を
傾注してまいりまた。国内向けにつきましては、その活動報告等が主なもので、
イベント等の開催は行っておりませんでした。

本年は、日米戦争開始７０周年にあたります。この機会にこの戦争をテーマと
した第１回目の講演会を企画することにしました。あの戦争は日本の侵略戦争
であったという汚名を未だに着せられている状況ですが、これに根本的に反撃
する講演会としたいと考えております。

そもそもあの戦争は、単にアメリカにはめられて日本が仕掛けたなどというもの
では全くなく、戦争を起こそうとし、更にはそれを裏から実際に推進していたの
がアメリカであるというのが真相です。日本はなぜ、ではなく、アメリカはなぜ
あの戦争を起こしたのか、という観点からあの戦争を見直していく講演会として
いく所存です。下記の通り開催いたしますので皆様のご参加をお願い致します。

SDHF Newsletter No.35: 慰安婦と医療の係わりについて（天児都）

　慰安婦とは戦場に出張した公娼宿の娼婦である。これが慰安婦問題のすべてを表現して
いる。朝鮮人経営の公娼宿では朝鮮人娼婦がほとんどだったし、日本人経営の公娼宿では
日本人娼婦が大部分であった。全体として日本人４割、朝鮮人２割その他という比率で
あった。
　日本軍の場合、国内から公娼宿を出張させる方式をとったが、売春が禁止されているアメ
リカの場合、現地調達方式をとった。ベトナムでは、現地売春宿を利用したが、売春宿を
キャンプの中で営業させ、旅団長の管轄下でこれを管理した。(Susan Brownmillerの　
“Against Our Will” p.95)　 在韓米軍は、韓国政府が設置した米軍専用慰安所を利用した。

　何も日本が特殊なおかしいことをしていたわけではないし、韓国の女子挺身隊が慰安婦だ
ったなどというのは１００％のウソである。しかし、日本政府が明確な事実の説明と抗議を
怠っているため、今度はソウル日本大使館前に慰安婦抗議の碑を建てる計画が進んでいる。
愚かにも前原民主党政調会長は、慰安婦基金うんぬんを未だに言いだすありさまである。

　新しい慰安婦に関する文献をここに紹介したい。産婦人科医の天児都女史は陸軍軍医を
務められた故麻生徹男医学博士のお嬢様である。博士は慰安婦の医療についての厖大な記
録と論文を残された。天児先生はその資料をもとに日本の性病医療の歴史と慰安婦につい
ての本を出された。『慰安婦と医療の係わりについて』（日英両文）（梓書院）である。
近代医療と性病管理が日本に導入され、それがいかに普及していったのか、そして出張公娼
宿の売春婦の医療管理を日本軍はどの様に行ったのか、という事が記述されている。ここ
から慰安婦というものがどのような存在であったのかの真実が浮かび上がってくる。今回
このうちの第１章「慰安婦と医療の係わりについて」の英訳部分を著者の了解を得てサイト

We have previously verified that so called “Comfort Women” were prostitutes
who conducted business for soldiers ouside of Japan as an offical document of
US (United States Office of War Information, Psychological Warfare Team Attached
to U.S. Army Forces, India-Burma Theater) stated that“comfort girls” are
nothing more than prostitutes or professional “camp followers”and presented

Now, Dr. Amako, who specializes in obsterics and gynecology, demonstrates that
comforwomen were licensed prostitutes, whose business was sexal services for
soldiers, by illustrating history of medical treatments for prostitutes practiced
in moderm Japan and icludes cases from military medicine. Her father was an army
medical doctor attached to the 14th Clearing Hospital of the Eleventh army and
left a lot of records and papers cocerningthe treatment operations. Her book also
includes history of medical treatments for prostitutes in Europe and America
and compares these with treatment in Japan.

One will obtain the objective truth concerning the “comfort women” from the
perspective of the history of medical treatment of prostitutes.

SDHF Newsletter No.34: 尖閣諸島はあらゆる点から見て日本領である

　尖閣諸島が日本領である「動かぬ証拠」５点を、No.31でご案内しました。これはいずれも
中国側の資料に基づくもので、もはや議論の余地なしといえるものです。
　しかし、中国は古い歴史資料に基づいて領有主張をしているので、何か根拠があるのかも
知れないと思う人もいるようです。ニューヨーク・タイムスの元日本支社長のニコラス・
クリストフ記者の「中国の主張に分がある」などという虚言はその一例でしょう。
　しかし、中国側の主張には一片の根拠もありません。そのことを詳細に論証した論文が、
『中国は何故尖閣を取りに来るのか』（藤岡信勝・加瀬英明編、自由社）の第２章として
掲載されています。この度、温家宝首相が日本に来たことだし、この事実を世界中の人に
知らせる良いタイミングと考え、英訳版を発信する会サイトに掲載し、海外の４０００余の
報道・学術関係者宛てに、下記の通り発信しました。

As precisely verified in our site ( http://www.sdh-fact.com/CL02_1/77_S4.pdf ),
the Senkaku Islands are an inherent territory of Japan. The five evidences presented
there are provided by China side either through official documents, state organ paper
or state authorized maps.

Chinese government claims its sovereignty showing historical documents, but they are
invalid from view point of modern international law on the territory sovereignty.
They say in old maps Senkaku appears. But even the latest official Qing statutory
encyclopedias “Qing Huidian”, Senkaku is not mentioned in spite of the fact that all
the attached islands of Taiwan are described there.

China even presents fabricated rescript of Xi taihou. This paper exhaustively reviews
all these facts.

SDHF Newsletter No.33:竹島は「天地がひっくりかえっても」日本領

　新しく検定を通った教科書では、竹島が日本領である、という当然のことが
触れられるようになりました。
　これに対して韓国はいかりの声を上げ、李大統領は４月１日の記者会見で
「独島（竹島のこと）は、天地がひっくり返っても、我々の領土だ」と述べました。
　しかし、古文献をみても、１９５１年８月１０日付のラスク国務次官補の梁大使
への手紙を見ても明らかに竹島は日本領です。１９５４年９月２５日に日本政府は
韓国に国際裁判所への付託を提案しましたが、強硬主張をしてにもかかわらず韓国は
これに応じていません。
　しかし、「声」が大きいことを見過ごしていると、世界で韓国の主張が正しい
のかもしれないという人が出てくる可能性も大いにあるのです。発信する会は、
この度重要証拠文献を添付した小論をサイトに掲載し、世界の識者に下記の通り

Newly authorized Japanese middle school history textbooks to be used
beginning next April refer to Takeshima as Japanese territory.

Upon learning this, South Koreans angrily protest againsted Japan.
Even South Korean President Lee Myong-bak stated at a press conference
on April 1 that“Even if there were an upheaval of heaven and earth,
that won’t change the fact that Dokdo is our island.”

We can easily refute his insistence by just showing three points;
1) historical materials; 2) the fact that the Japanese government proposed
to submit the dispute to International Court of Justice for arbitration
on September 25, 1954, but Korea declined to participate; 3) the fact that
Korean demands to incorporate the island into Korean territory was plainly
refused by U.S. Assistant Secretary of State Dean Rusk on August 10, 1951.

SDHF Newsletter No.32:『日中戦争：戦争を望んだ中国、望まなかった日本』

　　　『日中戦争：戦争を望んだ中国、望まなかった日本』（北村稔・林思雲共著）（ＰＨP)

　日中歴史共同研究日本側座長の北岡伸一東大教授は、「日本の歴史学者で、日本が
侵略していないとか、南京虐殺はなかったと言っている人はほとんどいない」と読売新聞
に書いています。ということは、日本の歴史学者は、事実と無関係のウソもしくは空論を
まじめに論じていることになります。なぜなら、日支事変の２大重要ポイントを完全に
否定することになるからです。
　第１ポイント：盧溝橋事件では、事件勃発４日後に結ばれた「現地停戦協定」第１条で
「中国側に責任があり、責任者を処罰する」と書かれていたことを無視しています。
　第２ポイント：本格的な戦争は盧溝橋から約１ヶ月後に起こった上海事変です。当時
反日的であったニューヨークタイムズですら、「日本軍は事態の悪化を防ぐためにできる
限りのことをした。だが中国軍によって文字通り衝突へと無理やり追い込まれてしまった
のである」と書いています。（１９３７年８月３０日付）
　広く信じられている「日本侵略者論」は、実は極めて怪しい論なのです。実は当時
中国では日本と戦うべしという世論が圧倒的であり、それに対して日本は戦争を全く望
んでいなかったというのが実情でした。
本書は、こうした事実、そして戦争下の中国社会の実態を豊富な資料に基づいて明らか
にしている画期的な日中戦争論です。いつまで架空の思いこみに囚われて「贖罪意識」
の奴隷になっているのでしょう。本書を英訳発信しました。　「発信する会」　茂木　

The mainstream view on the Second Sino-Japanese War is that Imperial Japan was bent
on destroying China, and the rest of Asia, for purely selfish reasons. However, careful
analysis of the global situation, particularly of the social and political development
of China and the attitudes of the Chinese leadership, indicates that the Chinese were
not the innocent victims of “aggression” as is currently claimed.
In the book “The Reluctant Combatant: Japan and the Second Sino-Japanese War”
(PHP, Tokyo, 2008), authors Prof. Kitamura and Mr. Lin recount the circumstances that
ultimately lead to the Second Sino-Japanese War, demonstrating that the war was neither
a Japanese“war of aggression” or that China was a “helpless” victim.
