『慰安婦と戦場の性』

韓国では、反日という奇怪な出来事が異常発生しています。この国は、ジョージ・オーウェルが『１９８４年』で描いた世界へ変わっていこうとしているのではないかと評者のハマ氏はいいます。韓国の民族派が描くストーリーに合致しない事実は「記録の抹殺」の処分を受け、それが政府、マスコミの容認するところとなっているからです。
その典型的な事例が「慰安婦問題」です。この問題に関しては、韓国が主張している慰安婦強制連行、性奴隷などということは事実ではないことが今や証明されているにもかかわらず、依然としていってみれば「ウソ」を公然と言い続け、日本非難を続けているわけです。
驚くべきことにこのような大ウソが、国際的にも漠然と信じられているのですが、その大きな理由は、慰安婦問題を本格的に扱った本が英文でほとんど出ていないところにあります。慰安婦問題を最も学問的、総括的に扱った本として挙げられるのが、日本大学名誉教授の秦郁彦氏の『慰安婦と戦場の性』（新潮社）です。前々からこの大著の英訳が期待されていたのですが、ようやく昨年の秋にアメリカのハミルトン・ブックス社から全訳版が出版されました。

ハマ氏は、秦氏の著作が戦前戦中の日本軍の売春制度は完全な金銭ビジネスだったことを証明し、慰安婦は民間工場の労働者、本国の売春婦、軍の将校よりもずっと高額の給与をもらっていたことを明らかにしていることをまず指摘します。活動家やメディアが「性奴隷」として悲惨な扱いを受けていたと非難するのは全く事実に反していることを証拠をもって示しています。
慰安婦＝韓国人といった前提は全く事実と異なり、慰安婦のほとんどは日本人であったことも秦氏は指摘しています。慰安婦に補償をいう人は、日本人慰安婦はどうするのか考えたことがあるのでしょうか。というより、日本人慰安婦のだれ一人、そんな理不尽な要求をしている人はありません。
世界の主要国の軍事売春制度を紹介しているところも秦氏の著作の優れたところです。朝鮮戦争、ベトナム戦争の間、米軍、韓国軍が売春制度を利用していたことも述べられています。
ハマ氏は秦氏の著作の最も意義あるポイントは、慰安婦の話（告白）はそのどれ一つについても、検証されていないということを挙げていることであるといいます。要するに、反対尋問なき一方的な主張がそのまままかり通っているのが、慰安婦訴訟、非難の実態であるというのです。まさにオーウェルの世界です。

Comfort Women and Sex in the Battle Zone

The reviewer, Mr. Hama, writes that recent events in the Republic of Korea have demonstrated that it has transformed into a state that George Orwell would readily recognize—one where facts that contradict the Korean nationalist narrative can be discarded down a “memory hole”, thereby allowing the Korean nationalist elites to create a history to their liking.
A typical example would be the “comfort women” issue. Korean government and nationalists are still seeking reparation for war-time Korean “comfort women” and now “slave laborers”. However, it has been verified by objective research that there were no “comfort women” who were coerced or “sex slaves”. No document supporting such a view has ever been found.
A major reason why such ridiculous lies still prevail not only in Korea but also throughout the world is that very few authentic publications concerning the “comfort women” are available in the English language. However, a thoroughly comprehensive academic text written by Hata Inkuhiko, professor emeritus of Nihon University, has been recently translated into English and published by Hamilton Books in the US.

Hata’s book shows that the prewar and wartime Japanese military brothel system was entirely a fee-based service: the women were given an advance by civilian recruiters, worked as prostitutes exclusively for military personnel and military-related civilians until they repaid their advance and were free to either leave or continue to work. The current book also points out that the women were paid much more than civilian factory workers, prostitutes working back in the home country and military officers. The book suggests that the “comfort women” can hardly be characterized as “sex slaves”, as luridly depicted by activists and the media.
One other major activists’ claim that the current book deflates is that most of the “comfort women” were Korean—in fact, many were Japanese. Hata points out that this fact raises an interesting question: why are former Korean “comfort women” strident in seeking redress but former Japanese “comfort women” are not?
Hata goes on to show the true nature of the former Korean “comfort women” by collecting their mercurial autobiographies, which change as circumstances and the needs of their Korean nationalist handlers change. Surprisingly, as Hata points out, that former Korean “comfort women” were in fact “comfort women” have yet to be independently verified, such as by their former owners or their Korean or Japanese clients. In spite of this, their word is taken as gospel by willing audiences, including representatives of foreign governments and nongovernmental organizations.
From media coverage of the Korean “comfort women” issue, it may seem that civilian-run military brothels were somehow unique to Japan. However, this is not at all the case and Hata gives lengthy descriptions of other countries’ military brothel systems, including South Korea’s and the U.S.’s during the Korean War and the Vietnam War.
Probably the most useful aspect of Hata’s book is that it asks questions about the “comfort women” issue that have yet to be addressed, despite the outpouring of literature and media coverage on this subject. As mentioned earlier, the current book asks why there has been no attempt at independent verification of any of the “comfort women’s” stories. The book raises other puzzling questions, such as why are there no stories from the “comfort women” recruiters or those that ran the comfort stations? If there were “200,000 Korean comfort women”, then why are there almost no stories from those who “captured” them?

日本のIWC撤退と捕鯨について
八木景子Behind the Cove監督にインタビュー

日本政府は、平成３０年１２月２６日、国際捕鯨委員会（IWC）に対して脱退の通告をしました。本年６月３０日に正式脱退となり、７月から商業捕鯨を再開することになります。
この問題について、映画「Behind the Cove　～捕鯨問題の謎に迫る～」を制作した八木景子監督に、Voice誌が、この政府の決断をどう評価しているのか、またIWCという組織の実態についてインタビューを行いました。そしてVoice３月号に掲載しました。（３月３日号のwebVoiceにも掲載されました。）

お読みいただくとお分かりのように、IWCという本来は鯨資源の保護を目的につくられた組織（現在も規約ではそうなっている）が、捕鯨そのものを「悪」と決めつける国が多数派を占め、科学的な証拠に基づく資源保護の議論を圧殺するものになっています。いわば「魔女狩り」組織です。その根底には、人種差別的な正義感が潜んでいることも否定できません。
八木監督は日本の脱退が遅きに失したと言っていますが、もっと強く正論を主張してくるべきだったということです。慰安婦問題と同じで、強く主張してこなかったがために日本はいわれなき非難を浴び、悪者にされ、その上に生業まで奪われる羽目に陥ってしまったわけです。

The Japanese Government announced its withdrawal from the IWC (International Whaling Commission), which is charged with the conservation of whales and the management of whaling, and the restart of commercial whaling for the first time since 1988 on December 26 last year. From July this year onward, Japan plans to resume commercial whaling within its 200 nautical mile exclusive economic zone off Japanese shores.
The monthly magazine Voice interviewed Ms. Keiko Yagi, director of a film Behind the Cove—Approaching the Puzzle of the Whaling Controversy, concerning the Japanese government’s decision and the true nature of the international organization called the “IWC”. As you will clearly see from the interview, the IWC, which was initially established for the proper conservation of whale stocks and this is still prescribed in the ICRW (International Convention for the Regulation of Whaling), has become an organization dominated by anti-whaling dogma, ignoring any discussion of the conservation of whales based on scientific data. In other words, the IWC is a “witch hunting” organization. Under the guise of this anti-whaling dogma, a European-centric, discriminatory view is palpable.
Ms. Yagi asserts the that the Government’s decision to withdrawal is the correct one but a little late. Japan has eagerly followed the voices of European countries for so long. Japan should have stated its own view more forcefully, pointing out that European views are not based on scientific data but based on their own preconceived notions and biases.

韓国はシャーマニズムと呪術の宝庫であると著者はいいます。
現在人口の４分の1がキリスト教信者だといわれますが、その大部分は土俗のシャーマニズムと融合したものであるといいます。その特徴の第1は徹底した現世利益の追求、そして２番目の特徴は、シャーマン信仰から引き継いだ「悪魔祓い」「心霊治療」などの降霊儀式です。
そして３番目の特徴が、「反日」なのです。汝矣島純福音教会のチョー・ヨンギ牧師が東日本大震災の直後「今回起こった大地震は、日本人が神様を遠ざけ偶像崇拝し続けていたための点の懲罰だ」と発言したことには驚かされますが、江南教会のキム・ソングァン牧師、在米の佐ヨンジン牧師など同様なことを公然と発言しているといいます。
これらの韓国キリスト教は「日本はかつて韓国に罪深いことをした。神に帰依して許しを乞う時が来た」と、韓国＝許す国、日本＝許しを乞う国、という見事な上下関係を持ち込んでいるわけです。
罪にはクライム(crime)とシン(sin)があります。クライムは法律上の罪は有限なものです。法的な刑罰を執行されれば、罪は清算されます。しかし、シンは刑期の満了のない無限の罪です。恨と結びついた無限の罪で日本を断罪しようとするわけです。
愛の宗教であるはずのキリスト教とこのような恨とが結び付くところに韓国の異常性があることを筆者は明らかにしていきます。

The Korean Peninsula, the author points out, is a treasure-house of shamanism and mysticism
It is said that one-fourth of the entire Korean population are Christians. But, the author mentions, nearly all Korean Christianity originated from newly established sects that emphasized local shamanism. Characteristics of Korean Christianity include, firstly, the total pursuit of material profit. The second characteristic is the practice of calling out souls, as in “exorcisms” and “spiritual therapy,” which are inherited from shamanism.
The third characteristic of Korean Christianity is an “anti-Japanese” ideology. Immediately after the Great East Japan Earthquake, Reverend Yonggi Cho proclaimed, “The earthquake that happened this time is Heaven’s punishment against the Japanese people who alienated God and kept worshipping idols.” He is not the only case–Rev. Kim Song-an of the Konan Church said, “The disastrous earthquake occurred because Japanese people worship eight million idols [The Japanese expression, yaoyorozu, meaning ‘many’, is literally interpreted as meaning ‘eight million’ here] and the Emperor.” Reverend Sa Jonjin, who lives in the United States, made a similar assertion: “To save the Japanese people’s soul, we must spread our religion.”
In their mission, they play on the Japanese peoples’ sense of contrition, and claim that “since Japan once committed a sinful deed against Korea, it is time to follow God and ask for forgiveness.” Following their line of logic, Korea is then the country that forgives while Japan is one that seeks forgiveness, which perfectly constitutes a relationship between a master and a slave. This is in complete contrast to the Christian idea of brotherly love. Rather, the relationship is based on blackmail and coercion.
By their shamanistic concept of “han” (hate), the Japanese annexation of Korea was not just a crime but a sin of eternal nature.

国連人種差別撤廃委員会(CERD)　韓国審査総括所見（1/10付け）
に対する公開質問状

「人種差別に反対するNGO日本連合」は、国連人種差別撤廃委員会（以下委員会）にたいして、2018年11月に韓国における人種差別を糾弾する2つのＮＧＯレポートを提出」しました。一つは、「親日恨民族行為者財産没収の国家帰属に関する特別法」について、もう一つは「韓国における反日の実態」に関するものです。2本とも、人権委員会の公式ホームページに掲載されています。
ところが、今年の1月10日付で出された、委員会の総括所見は、このレポートを完全に無視するというとんでもない、不当極まりない内容のものであったことが明らかとなりました。
「人種差別に反対するNGO日本連合」のメンバーの「国際歴史論戦研究所」（会長：杉原誠四郎、所長：山下英次）、「不当な日本批判をただす学者の会」（会長：田中英道）は、この不当な「総括所見」に対する公開質問状を人権委員会委員長、韓国審査総括所見主査あてに、このほど提出しましたので、ご案内いたします。今回は、「親日恨民族行為者財産没収の国家帰属に関する特別法」についてのレポートに絞った、質問状となっております。
なお、もう一つのレポート「韓国における反日の実態」は、『月刊Hanada セレクション』に全文が掲載されております。
誠意ある回答があるまで、追及していく方針であるということです。

Open Questions to the CERD Concluding Observations on the Combined Seventeenth to Nineteenth Periodic Reports of the Republic of Korea on Jan. 10, 2019

Japan NGO Coalition against Racial Discrimination (JNCRD) submitted two NGO reports to the CERD in November 2018 concerning racism in Korea. One report was titled “Special Law on the Inspection of Collaborations for the Japanese Imperialism” and the other was titled “The Real Circumstance of Anti-Japanese Thinking in the Republic of Korea”, which were uploaded in the official CERD website:

その３―第２章　のたうちまわる愛

韓国の反日は、単なる反・日ではなく、恨・日であり、恨とは単なる恨みの感情というより、のたうちまわる身内への愛憎である、と著者は言います。
韓国が国策として世界規模で行っているジャパン・ディスカウント運動（日本の国際的評価を下げる運動）とは、韓国という名の「カイン」の弟殺しに他ならないといいます。白雪姫の「鏡よ鏡」症候群とみると分かりやすいでしょう。
「鏡よ鏡、東アジアで一番の先進国はどこ？」
「鏡よ鏡、東アジアで一番の技術大国はどこ？」
「鏡よ鏡、東アジアで最も国際社会に貢献している国はどこ？」
「鏡よ鏡、東アジアで最も多くノーベル賞受賞者を輩出している国はどこ？」
鏡よ鏡…常に鏡に向かってそう一人ごちているのが韓国です。これに対して鏡の答えは非情ともいえるものです。
「それは日本でございます。」
白雪姫さえいなければ私こそが世界一の美女なのに、と世界中に告げ口という毒りんごを売り歩く韓国。
これが反日＝恨日の本質です。

The author analyzes Korean han (hatred or regret) as follows.
The feeling of han Korea holds against Japan can be said to be a proof that Korea recognizes Japan as kin. To Korea, Japan is an unruly brother at one time and an adulterous wife at another, or a neighbor aiming to take “his wife” (Takeshima Island). Japan is close relation, remaining always within reach of Korea.
The Korean view of the world is embodied in the “Minor China” way of thinking. According to this line of thinking, Korea regards China as a cultural father, itself as an older brother and Japan as a younger brother. The myth that all Japanese culture was inherited from older brother Korea (Chosun) is the foundation of their national pride. It is reasonable that nothing is more dishonorable than the fact that Korea was ruled for 36 years by younger brother Japan. Even after liberation, Japan has always outpaced Korea. In international credibility, Korea is far behind Japan. To Korea, younger brother Japan is a pain in the neck.
The Discount Japan campaign (aimed to denigrate Japan’s international standing), a global policy conducted by the Korean government, is nothing less than the murder Abel by Cain—in the name of Korea. They think unless they “lower” Japan’s value, Korea’s international standing will not be able to “rise.” Anyhow, Korea regards Japan as its kin.
Korea can be compared to the evil stepmother in Snow White.
“Mirror, mirror, on the wall, which country is the most developed in East Asia?”
“Mirror, mirror, on the wall, which country is the most advanced in technology in East Asia?”
“Mirror, mirror, on the wall, which country makes the most international contributions in East Asia?”
“Mirror, mirror, on the wall, which country has produced the most Nobel Laureates in East Asia?”
Mirror, mirror, on the wall—the one speaking to the mirror is Korea. The answer from the mirror is, unflinchingly, “Japan is…”
In the fairy tale, the evil stepmother thinks that, “Without Snow White, I am the fairest one of all.” The stepmother, as a witch, sets out to kill Snow White, revealing her ugly nature. I can imagine a witch selling poisoned apples, or “abuse”, all over the world. I would name this Korean psychological pathology as “mirror, mirror” syndrome, meaning that Korea is always overly conscious of Japan and swings from joy to sorrow, according to results of making comparison between Korean and Japan.

昨年１２月８日に、本書の英文版が出版されたことの案内を、Newsletter 231でご紹介しました。
その書評をタダシ・ハマ氏が書いてくださいましたので、ここにご紹介いたします。また、その書評に対して、原著者の杉原誠四郎教授がコメントを寄せてくれましたので、併せてご紹介する次第です。
本書は、原爆投下に関して、日米の学者が本格的に意見を述べ合った、おそらくは初めての貴重な試みと思います。
ハリー・グレイ教授は、原爆投下について対話をすることが大事であり、東京裁判のように勝者が敗者に押し付けた一方的な押し付けになってはいけない、バランスの取れた対話によって歴史認識を正そうといっています。
しかしながら、まず冒頭から日本人が「人道に対する言い訳のできない罪を犯し続けた」と誹謗し、韓国人を「慰安婦、」にし、「南京大虐殺」行ったなどということをあたかも疑いようのない事実出るかのような前提で、議論していることをタダシ・ハマ氏は鋭く批判します。これで「バランスの取れた」比論をしているつもりになられてはたまったものではないとわたくしも思いたくなります。ハマ氏の鋭い追及の詳細は、是非批評本文をご覧いただきたいと思います。
杉原教授は、これに対して、そうした論点は認めつつ、戦争全体の中での原爆投下の状況、いうべき点については反論をしていること、対話の意義について、コメントを寄せておりますので、こちらも本文をお読みください。

Newsletter No. 231introduced a newly published above book, which discusses in a frank and candid manner, an extremely sensitive subject that Japanese and Americans have long avoided.
The book is reviewed by Mr. Tadashi Hama and is also accompanied by a comment on the review by, Professor Seishiro Sugihara, the book’s author.
Mr. Wray wrote his that wish was to “have a dialogue about the atomic bombs…,” a “balanced dialogue”, and a dialogue which “must not be like the Tokyo Trials conducted during the Occupation… a one-sided affair imposed by the victorious nations on the losing side…” However, the book starts off by berating the Japanese for their “litany of clear-cut crimes against humanity”, and mentions, among other things, forcing Korean women to be “prostitutes”, or so-called “comfort women”, and the “rape of Nanking”, assuming that these were established historical facts.
Mr. Hama’s criticism is that this line of thinking will not bring about a “balanced dialogue” of historical perception at all. He further details Wray’s slanted, one-sided thinking.
In his comment, Mr. Sugihara, while acknowledging Mr. Hama’s view, emphasizes that FDR ultimately shoulders responsibility for the atomic bombings and the context of the dialogue of this important issue. It is recommended that his comments are also read.

その５―第４章　中国ガンは退治できる

中国ガンは今や中国だけの問題ではなく、世界の問題となってきています。地球がガンにかかってきているからです。ここで最も大切なことは、地球の人々に中国ガン細胞の存在を指摘し、それを認識させることだと著者は言います。
中国ガン認識の前提として４つの幻想を捨てるべきであるといいます。
１） 中国とは共存共栄できるという幻想―ガン細胞との共存の道はない。
２） 中国はいずれ文明的、先進的な国になるという幻想―ガン細胞が良い細胞に変わるはずがない。
３） 中国を助けていい（環境汚染に加担していい）という幻想―ガン細胞の拡大は防ぐしかない。
４） 中国さえ刺激しなければ安全であるという幻想―ガン細胞を刺激しようがしまいが、その増殖は止められない。
ガンの治療法は大きく分けて①手術、②化学療法、③放射線療法、④免疫療法の４つがあります。しかし、①、②、③は、正常な細胞まで死滅させる可能性が高いので、国民を殺すことになり適用できません。残るは「免疫治療」ということになります。
ガンの天敵は人の場合「ナチュラルキラー細胞」（NKリンパ球）です。中国の内部には、７種類のNKリンパ球が存在していると著者は指摘しています。
１） 法輪功
２） 天安門事件の関係者と被害者
３） 地下協会
４） 反抗するエリート層
５） 海外の民主運動家
６） 香港
７） ウイグル、モンゴル、チベットなどの圧迫されている民族

The China cancer has spread throughout the world. The earth has now contracted the China cancer. The author stresses that what is most important here is to warn the inhabitants of this planet about the China cancer and to convince everyone that the facts about the China cancer are deadly serious.
The author warns that we must disabuse ourselves of four illusions, that:
(1) We can coexist with China in peace and prosperity. (There is no way one can coexist with cancerous cells.)
(2) China will eventually become a civilized, advanced nation. (Cancerous cells never transform into healthy cells.)
(3) It is a good idea to help China (become accomplices in environmental pollution; we must prevent cancer from spreading.)
(4) Everything will be all right if we avoid provoking China. (Whether or not we provoke the Chinese, we cannot stop cancer cells from proliferating.)
Next, we consider four methods used to treat cancer: (1) surgery, (2) chemotherapy, (3) radiation therapy, and (4) immunotherapy.
(1), (2) and (3) will kill many Chinese people. So the only appropriate therapy is immunotherapy.
Natural Killer (NK) cells are immune cells found in the body. NK cells in China will have several of the following attributes:
(1) Commitment to exterminating cancer cells
(2) Powerful weapons (in thoughts or actions)
(3) Supporters outside of China
(4) Intelligence networks
(5) An ability to instill fear in cancer cells
There are about seven types of NK cells inside China now that possess these attributes:
(1) Falun Gong
(2) Tian’anmen activists and victims
(3) Underground churches
(4) Intellectual dissidents
(5) Pro-democracy activists outside China
(6) Hong Kong
(7) Oppressed ethnic groups (Uighurs, Mongols, Tibetans)
