日本人の原爆投下論はこのままでよいのか

本日１２月８日（日本暦は）、日本海軍の真珠湾攻撃から始まる日米戦争の開戦の日から７７年目に当たります。

この日本海軍の真珠湾攻撃は、当時の駐米日本大使館の失態により通告が遅れ、形の上で無通告の攻撃となり、アメリカはこれを「騙し討ち」だと宣伝し、アメリカ国民の戦意高揚に利用ました。

この度、この「騙し討ち」がその４年後の原爆投下につながっているとする原爆投下に関するHarry Wray and Seishiro Sugihara, Bridging the Atomic Divide: Debating Japan-US Attitudes on Hiroshima and Nagasaki (trans. Norman Hu), Lexington Books, Lanham, Boulder, New York, London, 2019)
という本が出ました。

これは平成２７年（２０１５年）に日新報道から出た、ハリー・レイ、杉原誠四郎共著『日本人の原爆投下論はこのままでよいのか－原爆投下をめぐる日米の初めての対話』の英訳版で、これに杉原氏によって重要な補充がさらになされたものです。真珠湾問題も扱ってあり、白松繁氏の『そのとき空母はいなかった－検証パールハーバー』（文藝春秋　２０１３）を、真珠湾問題に関する日米５大研究書の１つに位置づけています。正式の発売は２０１９年ですが、すでに注文、購入できるようになっています。

Bridging the Atomic Divide:
Debating Japan-US Attitudes on Hiroshima and Nagasaki

On December 7 (December 8, in Japan), 1941, Japan attacked Pearl Harbor, which started total war between Japan and America; today is the 77th anniversary of the start of the war.
The Japanese attack on Pearl Harbor though condemned as a sneak attack by America was in fact due to a delay in sending a notice by Japan of a break in Japan-US diplomatic relations, due to a technical failure by the Japanese Embassy in Washington.
The “sneak attack” campaign was so effective that the American people, most of whom were against war, fired-up to beat Japan.
A new book has been published, Bridging the Atomic Divide: Debating Japan-US Attitudes on Hiroshima and Nagasaki, by Harry Wray & Seishiro Sugihara. In the book, Harry Wray critiques thinking embraced by the Japanese people about the atomic bombing while Seihsiro Sugihara counters with circumstances and counterarguments from the Japanese side. They discuss, in a frank and candid manner, an extremely sensitive subject that Japanese and Americans have long avoided. It is emphasized in the book that the “sneak attack” campaign led the atomic bombing perpetuated four years later.

その１、「日本の真珠攻撃が西欧の支配からアジア解放の引き金になった
いまこそアジアが日本に感謝を表明する時だ」
セナカ・ウイーララトゥナ（スリランカ弁護士）

さる１１月１４日（水）４時より、「史実を世界に発信する会」 主催による掲記講演会が衆議院第２議員会館第１会議室で開催されました。１２０人定員の会議室は満員の盛況でした。衆議院議員の杉田水脈先生、参議院議員の山田宏先生がご出席くださり、ご挨拶をいただきました。
セナカ・ウイーララトナ氏、加瀬英明氏（外交評論家・本会代表）、山下英次氏（大阪市立大学名誉教授）の3氏の講演がありました。順次ご紹介していきたいと思います。
最初は、メインスピーカーのセナカ・ウイートラトゥナの講演です。氏は弁護士としてオーストラリアで２０年にわたり活躍した経験を持ち、スリランカでは社会活動家としても有名です。また仏教に造詣が深く（修士豪取得）、１１月初めに日本で仏教の国際会議のため来日したのに合わせて今回の講演会を企画した次第です。
氏の講演の動機は次の通りです。
戦後にメディアの情報操作や歴史記述によって、日本の指導者と国民が歴史的に不当な扱いを露骨に受けてきた、そのことを糺すためだけではない。スリランカの仏教徒として、東南アジアの代表として、或いは一人のアジア人として、ずっと果たせなかった恩義に報いるためであり、日本が西欧の植民地支配から、アジアの解放をもたらす驚異的な行動をとってくれたことに、感謝するためなのだ。

On November 14, 2018, a meeting was held to commemorate the 100th Anniversary of Japan’s Proposal for the Elimination of Racial Discrimination, sponsored by Society for the Dissemination of Historical Fact. More accurately, the Japanese government made this proposal at the Paris Peace Conference, in a committee that would eventually draft the Covenant of the League of Nations, on February 13, 1919. In any event, we are commemorating this monumental event in a number of ways, domestically and internationally, and this meeting was one of them.
Three speakers made presentations at this meeting: Mr. Senaka Weeraratana, Attorney at Law, from Sri Lanka, Mr. Kase Hideaki, Foreign Affairs commentator and President of the Society, and Dr. Yamashita Eiji, Professor Emeritus, Osaka City University.
Mr. Senaka Weeraratna was the keynote speaker at this meeting. He is not only a practicing attorney but also acquired a Master of Arts in Buddhist Studies. He is actively involved in Buddhist-related activities–recently, he participated in an International Buddhist Conference held at Narita.

Mr. Weeraratna stated:
“I am here today not only to share my thoughts on what needs to be done to rectify a blatant historical injustice done to the leaders and people of Japan in the aftermath of the Second World War, through manipulation of the media and the writing of history, but also to fulfill a long overdue duty, as a Buddhist Sinhalese from Sri Lanka, as a representative of South Asia and a fellow Asian, to thank Japan for setting in motion a phenomenal process that brought about the liberation of Asia from Western colonial domination.”
