その3 第2章 クジラは日いま一度、日本人を助ける

日本の食糧自給率は、驚くべき状態です。2009年度に41%でした。現在はさらに減少しています。このままいくと20%を割ってしまうという予測もあるくらいです。
イギリスは、1970年に46%でしたが、2003年には70%にまで上がっています。ドイツは68%でしたが、84%にまで復活しています。
海外から食料は安心して入ってくると期待するのは極めて危険です。異常気象などの影響で急激に食料生産が減少することは大いにあります。例えば、オーストラリアは2000年の食糧自給率は、280%でしたが、3年後の2003年には237%と、50%近くも下がりました。また食糧の輸入が急増する国のために、日本への輸入がままならなくなることもあります。2005年ごろから日本に入ってくるチーズが激減しだしました。原因は、中国という巨大な新興輸入国の参入のためでした。
いつまでも海外に大量の食糧をゆだねていたら、我々の農産物や、水産物の安全が保障できないという問題もあります。ある国から入ってきた大量の野菜に、日本側で把握していない農薬が大量に混じっていたことがあったそうです。そこで、その国に問い合わせて文句を言ったら、「ではもう日本へは売りません」ということで日本への輸出が止まってしまったといいます。
食料は国民の生存にかかわることです。この自給率を高めていくことは日本にとって、まったなしの優先課題であると思います。
くじらは、日本の食糧自給率を高める、という観点からも極めて大きな役割を果たしてくれる可能性があるということを著者は強調しています。実際50年前の日本の食糧自給率は、70%でしたが、くじらは動物性タンパクの70%を担っていたのでした。

Japan’s food self-sufficiency rate is critical. In 2009, it dropped to 41% and is currently at this rate. It may further drop to less than 20%, unless effective measures are taken.
For the UK it was 46% in 1970 but since then it has improved to 70%. For Germany the food self- sufficiency rate was 68% and is currently at 84%.
It is very dangerous to expect that critical food imports are guaranteed. In 2000, Australia’s food self-sufficiency rate was 280%. Three years later, it fell to 237%, a nearly 50% decrease.
Japan once faced a sudden, large decrease in cheese imports. The reason for this was that China began importing vast amounts of cheese and consequently Japan was left with almost nothing.
Safety and security of our agricultural products and seafood cannot be guaranteed if we continue to depend on imports from foreign countries. A few years ago, a large quantity of vegetables imported from a certain country was found to have been contaminated with an agrochemical that is unregistered in Japan. Accordingly, Japan notified the exporter and Japan was told that it would stop exporting to Japan. In this way, food exports to Japan stopped.
Since food is essential to sustain our life, increasing food self-sufficiency should be the first national priority.
The author emphasizes that whales still has a very big role in increasing the food self-sufficiency rate for Japan. As mentioned in Series 2, whales accounted for 70% of the total animal protein supply for Japan 50 years ago, when Japan’s food self-efficiency rate was 70%.

における疑義と要請―その4

国立公文書館からの3月15日付回答に対して、杉原誠四郎氏は3月16日付で、反論と再度の疑義を提出しました。(その3参照)
これに対して、4月8日付で、公文書館側からは、加藤館長と、アジア歴史資料センター長波多野澄夫氏の連名の回答が来ました。

今回の回答文では、
「貴書(『日米開戦以降の日本外交の研究』)は、日米交渉に関する重要な研究文献であることは、当センターとしても十分、認識しております。」
と杉原教授の本の価値を評価するものに変わったものの、
「しかしながら、当該特別展は、開戦までの日本とアメリカの交渉過程を、公文書によってたどることをねらいとするもので、当該特別展の冒頭に記されていますように、まずは初学者に基本的な事実関係を学んでいただくために開設したものであり、優れた研究書を紹介するためのものではありません。」
と論点を変えてきています。また、
「この真珠湾攻撃前後の日米双方の暗号解読の実態とその活用、最後通告の遅延事情などにつきましては、日本外交の評価にもからむ論争的なテーマであるため、それらの「解釈」は敢えて示さないこととし、当該特別展の冒頭説明に、「特定の解釈やイメージを皆さんに提示しようするものではない」」
というのですが、逆にこれはある特定の「解釈」のみを示す展示になっているということです。
杉原教授は、これまでの首尾一貫しない誠意のない回答の謝罪を求め、「参考資料」に当然取り上げることを要求して再度の手紙を送りました。この問題への公平な扱いの仲介人として原田義昭衆議院議員に依頼しております。

As reported in No.3 of this series, Prof. Sugihara sent a response on March 15, 2020 to Mr. Hatano’s letter of March 13.
The National Archives replied to his questions with Mr. Kato Takeo and Mr. Hatano Sumio of the Japan Center for Asian Historical Records, on April 8, 2020.

In their letter, Kato and Hatano commented on Prof. Sugihara’s book:
“We, at the Japan Center, fully understand that your book, Study on Japan’s Diplomacy after the Opening of the War between Japan and the United States, is a very important scholarly work with respect to US-Japan negotiations.”
However, they also wrote that the Exhibit aims to have beginners learn basic facts ant not to introduce excellent academic materials, thus excusing themselves for not including Sugihara’s book as a reference.
Prof. Sugihara demanded an apology for their insincere attitude and for changing their reasons for not including his book as reference material. Prof. Sugihara again asked that his book be included as reference material. He proposed Member of the House of Representatives Mr. Harada mediate to settle this issue.

その2 序章 在外文書調査研究の旅へ

高橋史朗教授が、戦後の占領軍教育史、そしてその中核である『WGIP(ウオー・ギルト・インフォーメーション・プログラム)の研究に本格的に取り込むようになるまでは、直線的ではない経緯があったことが、序章に書かれています。
日本の戦後教育史を見直すために、1980年に渡米してアメリカに保存されているGHQ文書を研究する志を立て3年間間の苦闘をします。ようやく、ルーズベルトが「敵国の哲学そのものを破砕する」と声明した対日政策の核となった「神道指令」関係文書を発見する成果を挙げました。
帰国後は、教育改革活動へのかかわりが中心となり、政府の臨時教育委員会の専門委員をはじめとして、数えきれないくらいの役職を引き受けて活躍して来たため、「戦後教育史」研究の方に手が回らないという状況が続きました。
2012年62歳の誕生日を迎えて、「初心」の戻る決意をしたところから、
WGIP の本格研究が開始されます。アメリカ、イギリスなどの在外文書を求めて夫妻での研究旅行が始まります。
この研究旅行で収集した重要文書は、16点に上りますが、これは、英訳版の最終ページに<注>(Notes)として掲載されていますので、ご興味のある方は、英文版の方をご覧ください。

In this prologue, Professor Takahasi Shiro traces his involvement in research of postwar education history, the core of which was the War Guilt Information Program (WGIP) conducted by the US occupation force (GHQ). His route was not a straightforward one.
He visited the United States in 1980 with a firm determination to study the history of Japanese postwar education by reading as many GHQ-related papers as possible. His three years of research was not smooth but on the final leg he finally came across very important papers concerning the “Shinto Directive”, which formed the kernel of Allied occupation policy against Japan, which “would destroy the enemy’s philosophy itself” as President Roosevelt stated.
After he returned to Japan, Professor Takahashi was heavily involved in educational reform projects, an expert on the Government’s ad hoc educational reform committee, a lecturer and entrance examination examiner for Matsushita Seikei Jyuku, chairman of a committee for research and study on sound growth and development for youths for the Ministry of Home Affairs, and so on. So, his ongoing study on the WGIP did not make significant progress.
On his sixty-second birthday, November 20, 2012, he made up his mind to return to his “beginning”, the study of postwar Japanese education history. His trip to visit overseas archives started December 2012. From these trips, he collected 16 important papers, which are listed in the notes on page 18:

無能と犯罪の狭間で:真珠湾からポツダムまでの日本外務省の外交を査定する

本書の日本語版のタイトルは、『日米開戦以降の日本外交の研究』で、1997年に亜紀書房から出ています。本書は英訳、中国語訳、韓国語訳になっていまして、今回の書評は、英訳版(University Press of America 社)をもとに書かれたもので、その日本語訳を下記に載せております。(日本語版をもとにした書評はニュースレター57号にジャーナリストの伊達国重氏が書かれたものが掲載されています。)
3か国語に訳されること自体、日本ではかなりまれなケースです。また日米交渉中、日本もまたアメリカの外交電報を一定程度解読していたことを他に先駆けて明らかにし、その史実に基づいた展開をするなど、きわめてユニークで優れた研究書です。
にもかかわらず、国立公文書館のインターネット特別展「公文書に見る日米交渉―開戦への経緯」の参考文献にリストアップされていない、という不可解な扱いを受けていることに疑義を提起し、公文書館との間で論争が続いています。
これにつきましては、これまでニュースレター262号、267号、272号でご紹介してきました。
今回の書評をご覧いただきますと、著者杉原氏の論が日本外交の問題点を鋭く追及しているがゆえに、外務省に都合の悪い内容ということで、参考文献から外されたのではないかと疑わざるを得ないかと思います。公正であるべき公文書館の展示が、このような「外務省擁護展」になってしまうことは大問題ではないかと思います。

Between Incompetence and Culpability: Assessing the Diplomacy of Japan’s Foreign Ministry from Pearl Harbor to Potsdam.

This book was first published in the Japanese language and later translated into English, Chinese and Korean. The English edition was published by University Press of America in 1997.
It is actually a rare case for a Japanese language book to be translated into three languages. The book is also unique in that it revealed, for the first time ever to the Japanese people, that before the war, Japan decrypted US diplomatic cables. The Americans heard about this through a leak from Tomihiko Ushiba, Prime Minister Fumimoro Konoe’s personal secretary. Rather than change its codes, the US quietly feed Japan disinformation, with the goal of misleading the Japanese leadership.
In spite of its uniqueness and deep delving into Japanese foreign policy from the start of the war against the US and thereafter, his book was not included as reference material for the special Internet exhibit, “Diplomatic Negotiation between Japan and the United States,” organized by the National Archives of Japan. Professor Sugihara protested by writing letters to the National Archives. The exchange between Prof. Sugihara and the National Archives has been previously noted in SDHF Newsletter Numbers 262, 267 and 272.
Professor Sugihara’s research reveals serious problems within the Ministry of Foreign Affairs on how it conducts foreign policy. It appears that the National Archives excluded Professor Sugihara’s findings in order to protect the Foreign Ministry. This bias and obvious partisanship needs to be corrected.

その1 はじめに、目次

『WGIP(ウオー・ギルト・インフォーメーション・プログラム)と「歴史戦」』は、GHQ(連合国総司令部)が、占領期間の間に行った検閲・ウソ情報拡散・洗脳・焚書などの言論弾圧活動の実態を研究してきた第一人者である高橋史朗麗澤大学特任教授が昨年の1月に刊行した書です。
高橋教授は占領下の検閲文書が保管されているアメリカのメリーランド州立大学大学院で学びながら、米国立公文書館所蔵の連合国総司令部の民間情報局(CIE)文書の研究を3年間にわたって行っております。さらにトレイナーCIE教育課長補佐の個人文書が保管されているスタンフォード大学フーバー研究所に移り、トレーナー文書とCIE文書のすべてをマイクロフィルムの形で購入して明星大学に持ち帰ったということです。こうした資料を基にして、高橋教授のWGIP研究は進められてきました。
本書で、高橋教授はWGIPというものがどれほど用意周到に実行されてきたのかを明らかにしています。特にこの中で、アメリカの学者の果たした役割が、いかにむごいものであったかも明らかにしています。
まさに「歴史戦」の原点は、ここにあります。

A new book by renowned historian Shiro Takahashi shows that the American government, and in particular the General Headquarters under the control of Supreme Commander of the Allied Powers, Gen. Douglas MacArthur, carried out a massive campaign of censorship, disinformation, and brainwashing against the Japanese public in the years following the end of World War II.

The name of this psychological warfare operation is the “War Guilt Information Program,” or WGIP. It was designed to spread false information and instill in the Japanese people a view of history and politics in alignment with the needs of Washington, DC. And it succeeded brilliantly.

The WGIP was a wartime and postwar program, but it began in practice long before it was given an official name. For example, during the run-up to America’s involvement in the Pacific War, when President Franklin D. Roosevelt was, by his own admission, maneuvering Japan into firing the first shot in the conflict that Roosevelt badly wanted, American academics worked hand-in-hand with the U.S. government to produce blatantly false propaganda about Japan.

This book illustrates the entire picture of the WGIP based on primary source materials archived at the University of Maryland, the Hoover Institute, Stanford University, the Hoover Institute, Stanford University, etc.

日本人は約8000~9000年前の縄文時代からクジラを食べていたことが、縄文遺跡から確かめられています。この長い歴史を通じて、日本人は独特のクジラにかかわる文化をはぐくんできました。
江戸時代にはクジラの料理書がたくさん出ていますが、『鯨肉調味方』にはクジラのすべての肉、部位の食べ方が解説されています。クジラのあらゆる部位を食べ、そして骨やひげまで活用してきました。
すべてを無駄にしないことでクジラに感謝し、クジラの供養塚、供養碑をつきり、さらに一頭一頭の過去帳まで作って供養して来たのが日本のクジラ文化でした。
ペリーが浦賀に来たのは、アメリカの捕鯨船団の水、燃料などの補給を求めることが第一目的でした。彼らはクジラの油をとるだけで、他は無駄に捨てていたのでした。石油が発見されると捕鯨業が不要となり、撤退しました。しかし、その彼らが、日本の捕鯨に対して「野蛮である」とか「鯨がかわいそうである」とかいって、その禁止を主張するのは全く自己中もいいところです。日本の何千年にわたるクジラ文化への侮蔑であり、人種差別にほかなりません。
それどころか、戦後の食糧不足の時に、日本人に貴重な動物性たんぱくを供給してくれたのはクジラだったのです。昭和22~23年ころ、国民一人当たりの食肉類供給量のうちクジラの占める割合は、46~47%でした。32~37年日本人の鯨肉に対する動物性たんぱく質の依存率は、70%を超えていたということです。まさに、日本人はクジラに救われたのです。
エピソードを一つ。
戦国から江戸時代にかけて捕鯨法が発達し、全国に鯨組が広まっていきました。その代表的なものが紀州の太地町の鯨組で、約3千人を抱える大企業となっていたといいます。おそらく当時日本最大の企業だったでしょう。このようにクジラと日本は深い縁があるのです。

Unearthed relics of the Jomon period clearly demonstrate that Japanese ate whales about 8,000 to 9000 years ago. Japanese have nurtured a peculiar whale-related culture through a long history tied to whales.
Many whale cookbooks were published during the Edo era. Geiniku Chomikata explains how to prepare and cook virtually all, or 67, different parts of the whale including internal organs and skin (with different ways of cooking the various parts including the skin of the head, side and back, breasts, uterus, eyeballs and penis, not to mention red whale meat and the tail meat. Japanese ate every part of the whale and utilized even the bones, teeth, and baleen.
In other words, the Japanese wasted nothing and expressed their gratitude to the whales in various ways. There are many grave mounds and tumulus for whales. A posthumous name was given to each whale and memorial tablets were made. Sometimes towers were erected for their souls. These acts reflect a unique, whale-related Japanese culture.
In June 1853, American Naval officer Matthew Perry led the East India Squadron to Uraga and demanded that trade with the U.S. be opened. In those days, American whalers frequently caught whales off the Sanriku coast, Hakodate coast and Izu Peninsula. The main purpose behind the demand was to build supply bases for whalers. American whalers harvested only the fat for candles and lamps, dumping everything else. When oil was struck in America, the need for whaling declined. Today, Americans see the Japanese as “barbaric” for killing whales and demand that whaling be banned. The American view on whaling is really racist and self-centered.
By the way, the Japanese owed much to whales immediately after the World War II. In those days, Japan was short of food and everybody was poor. During the postwar period, around 1947 to 1948, about 46 to 47% of each person’s source of meat was whale meat. Without whales, Japanese would have been severely malnourished and the miraculous postwar Japanese recovery would not have been possible.

「本特別展で紹介する公文書の関連で、広く知られている事実を簡単に説明するページを作成する作業におきましては、優れた専門書、研究書等のすべてに目を通すことをせず、かかるページの作成に必要な範囲でのみ文献を参照し、教科書的な説明に終始したと致しましても、担当者の業務のやり方として問題はなかったものと考えております。」
「真珠湾攻撃前後の日米双方の暗号解読の実態とその活用、最後通告の遅延事情などについては、今日においても論争的であり、学術的に裏付けられて確定した「史実」や「解釈」は、未だ存在しないものと愚考いたします。したがいまして、当該特別展においては、とくに開戦経緯の説明について、特定の解釈に依ることを避けたのは、公的な立場の担当者としては、むしろ当然の姿勢かと考えます。」
と回答書では、述べていますが、「日本側もアメリカの暗号を解読していた』という、当時大きな反響を呼んだ事実を「最初に」発表した杉原氏の著書が入らなかった説明には全くなっていません。
また、確定した史実がないからこそ、このような事実を提供することが、必要な展示なので、全く説明になっていないと杉原氏は4点にわたって疑義を適し、明確な回答を求めております。

In producing pages for brief explanation of widely known facts, the person responsible for the task referred to sources he judged necessary for the task and wrote a textbook-like explanation for viewers, without referring to all specialized and scholarly books of excellence. We believe that what the person responsible for the Web pages did was appropriate.
However, the fact that Japan decoded U. S. diplomatic telegram was first disclosed by Prof. Sugihara by his Study on Japan’s Diplomacy after the Opening of the War between Japan and the United States. So, this book should have been definitely necessary source to include in reference materials. No justification for that it was not “necessary” to include.
The National Archives’ letter also writes that “… these events remain controversial to this day … It is professionally reasonable for the person in charge of the public Web exhibit to have avoided depending on the specific interpretation…how the War started.”
But Prof. Sugihara never insists that his view should be adopted as the conclusion at all.
He demands his book should be “included” in the reference materials since it is valuable to discuss about the Pearl Harbor issue as explained above.
Prof. Sugihara sent his third letter raising 4 questions to the National Archives.

アインシュタインは1922年から23年にかけて、日本を含む極東に旅行をしていますが、その時の日記がエゼブ・ローゼンクランツによって編集されて、プリンストン大学図書館から出版されています。
タダシ・ハマ氏はアインシュシュタインの旅行日記は「1920年代のアジア、特に軍閥割拠期の中国と大正時代の日本を直接に見聞した人の記録」として、彼の中国観、日本観を比較して紹介しています。
彼の中国に対する見方は、九龍を訪れた時の日記に次のように記しているのに代表されます。
子供たちでさえ、魂が抜けて無気力になっている。中国人が世界を席捲したら、どんなにか悲惨なことになるであろう。—–昨日の夜のことだったが、ポルトガルの中学の教師三人が私を訪ねて来た。なんと、中国人に論理的な思考能力を植え付けようと訓練しても無駄だということだった。特に、数学の才能を全く欠いているというのである。
一方日本に対する見方は、かなり対照的です。1922年11月7日に神戸に到着した時の日記には、「日本人は気取りのない、品のよい、ほんとうに魅力的な」人々であると記しています。
アインシュタインを「反人種差別主義者ではない、彼の旅行日記を見ろ」という批判が最近出ているようですが、アインシュタインはそういう主義とは関係なく、率直な感想を旅行記に綴っていたということでしょう。

Albert Einstein described his travels to the Far East in 1922 and 1923. Mr. Ze’ev Rosencranz edited Einstein’s diary and published it 2018 (Princeton University Press).
Dr. Hama reviewed the book and suggests it vividly depicts 1920’s Asia, especially of Warlord era China and Taisho Era Japan.
Einstein’s solemn views on contemporaneous China and the characteristics of the Chinese are well presented in his diary, for example, on November 10, when he visited Kowloon Peninsula:

Even the children are spiritless and look lethargic. It would be a pity if the Chinese supplant all other races… Yesterday evening, three Portuguese middle-school teachers visited me, who claimed that the Chinese are incapable of being trained to think logically and that they specifically have no talent for mathematics. I noticed how little difference there is between men and women; I don’t understand what kind of fatal attraction Chinese women possess that enthralls the corresponding men to such an extent that they are incapable of defending themselves against the formidable blessing of offspring.

In contrast, his views as a European of Japan are not so grim. On arrival in Kobe, November 17, 1922, he described the Japanese as “… unostentatious, decent, altogether very appealing.” With respect to the intellectual capacity of the Japanese, after a few weeks of lecturing and visiting academic institutions, on December 5, Einstein wrote, “Intellectual needs of this nation seem to be weaker that their artistic one—natural disposition?” While appreciative of Japanese art, based on his wide-ranging thoughts on the Japanese, one cannot claim that Einstein was definitely a Japanophile or even remotely Sinophobic for that matter.
The reviewer concludes that Einstein’s Asia writings are more valuable compared to those of so-called Sinophobes. For some, perhaps subjective considerations are used to determine “value” rather than historical accuracy. Those that may be wondering why so many pandemics originate in China may also want to review Einstein’s diary—his detached observations suggest a basis.

大東亜戦争 日本は「勝利の方程式」を持っていた!(ハート出版)

その4 第3章 実際的シミュレーションによる勝利の証明
-「腹案」の戦略に沿った戦いを進めた場合

「実際的シミュレーション」とは、1)当時の日本軍が現実に実行できる作戦を前提とすること、2)日本軍が「腹案」に沿って現実に立てていた作戦を、本来の「腹案」の趣旨通りに実行していたらどうなるかということ、3)敵がそうした作戦を恐れていたか、などを基本的な条件として行うシミュレーションです。
もう一つ、というか二つのことを前提とします。
1) 開戦時の艦船・航空機の戦力で日本はむしろ優勢だった。などというと馬鹿言うなという反撃がすぐ出るかと思います。でも本当です。アメリカは太平洋と大西洋の両洋に戦力配置をしなければならないので、対米戦力比はアメリカの太平洋側の戦力と比較しなければなりません。詳しくは本文をお読みいただけばわかりますが、戦艦は互角、ほかの艦船は日本がかなり有利。特に空母に至っては、日本の10隻に対して米3隻。大西洋側を入れても米7隻です。
2) 戦力は根拠力戦場への距離の二乗に「反比例」する戦いの原則。
マリアナ諸島海域を迎撃戦場とすると、アメリカからは日本の3倍以上の距離があります。すると、アメリカの保有戦力が日本の5倍であったとしても、戦場でのアメリカの戦力は3の二乗=9分の1になってしまいます。
さて、こうしたことを前提としてシミュレーションをしていくと、日本の勝利、という結果が出てきます。本文に詳しく説明してあります。
「腹案」の第2弾作戦の柱は、インド洋攻撃ですが、これが進みつつあることにチャーチルは悲鳴を上げていました。昭和17年4月7日及び15日付のルーズベルト宛書簡で、次のように言っています。

今、日本がセイロン島と東部インドからさらに西部インドへ前進してくれば対抗できない。蒋介石支援ルート、ペルシャ湾経由の石油輸送ルートやソ連支援ルートが遮断される。・・・

「腹案」の柱、「11号作戦」(セイロン作戦)は、7月にはまさに発動されようとしていました。有効性の証明を敵のチャーチルがしています。

WHAT COULD HAVE BEEN

Two premises of the simulations are assumed.
The first one is that “Japan had superior war potential at the start of conflict.” Many people will laugh at the premise. But as is mentioned in detail in the book, it is an objective fact. America was forced to divide its naval power in the Atlantic Ocean and Pacific Ocean. So the comparison between Japan and America should be with Pacific Ocean Navy of the US and total of Japan. As to battleship nearly equal, and other vessel Japan was superior. Especially Japan was much superior in aircraft carrier with 10 to 3. Total aircraft carriers US held was 7 against Japan 10.
Of course, I don’t argue that this superiority of Japan would have led to Japan’s victory at all. But this fact should be in mind in thinking about that war.
The second premises is the principle of war that “war potential is reversely proportional to the square of distance from base to battle site.” . Designating the waters off the Mariana Islands as the attack zone, the following formula holds true.

The Master Plan for Victory was structured taking this principle in full account.
The most important strategic pint was in Indian Ocean. Operation 11(Ceylon operation) was about to start in July 1942. Winston Churchill wrote in his letter to Roosevelt on April 15, 1942.

I must revert to the grave situation in the Indian Ocean [mentioned in my number 65], arising from the fact that the Japanese have felt able to detach nearly a third of their battle fleet and half their carriers, which force we are unable to match for several months. The consequences of this may easily be: (A) The loss of Ceylon. (B) Invasion of Eastern India with incalculable internal consequences to our whole war plan and including the loss of Calcutta and of all contact with the Chinese through Burma. But this is only the beginning. Until we are able to fight a fleet action there is no reason why the Japanese should not become the dominating factor in the Western Indian Ocean. This would result in the collapse of our whole position in the Middle East, not only because of the interruption to our convoys to the Middle East and India, but also because of the interruptions to the oil supplies from Abadan, without which we cannot maintain our position either at sea or on land in the Indian Ocean Area. Supplies to Russia via the Persian Gulf would also be cut. With so much of the weight of Japan thrown upon us we have more than we can bear.
