　国連人種差別撤廃委員会が２０１４年に日本政府に出した最終見解は事実誤認とそれに基づく勧告が多数含まれています。
　まず、日本におけるアイヌ民族は他の国における先住民族とは違います。それは明治時代、日本政府が蝦夷地に居住していたアイヌの土地や権利を奪った、という歴史はなく、逆に「北海道旧土人保護法」という法をアイヌの方々からの要請をうけ国会で制定し、彼らの権利を守った経緯からも明らかです。
　人種差別撤廃委員会８５会期提出NGOレポートには「日本政府は、明治以後、アイヌ民族の土地を侵略し、征服し、支配してきた」、「アイヌの土地を奪い、強制的に国民国家に組み入れる植民地支配をした」、「アイヌ語を禁止し、すべての風俗習慣を陋習として禁止した」、「アイヌ民族の権利を侵害したのは日本国であり、北海道庁である」などの記述がありますが、これが悉く事実に反していることを「レポート２、アイヌの人々の状況」が詳細、かつ具体的に説明しております。
　戦後、アイヌ団体の代表者３名がGHQから「アイヌ民族は独立するのか？」と問われ「いいえ。我々は今までもこれからも日本人である」と答えてことが北海道アイヌ協会発行の記念誌に書かれているそうです。アイヌが日本国や明治政府に虐げられていたという虚論に対する何よりの反論といえましょう。

Series No. 3: 2. The Circumstance of the Ainu People

The second report of the Japan NGO Coalition is “2. The Circumstance of the Ainu People.”
The CERD recommendation issued in September 2014 included numerous misunderstandings and errors in fact, such that the recommendations were based on erroneous assumptions.
Firstly, the Ainu people in Japan are different from indigenous, aboriginal races found in other countries. This is clear from the following points: there is no historical basis to the contention that that during the Meiji era, the Japanese Government robbed the Ainu people of their land and rights. On the contrary, at the request of Ainu people, the Diet enacted a law called the Act on the Protection of Indigenous People in Hokkaido, and vindicated their rights.
Some NGOs submitted a report asking that the Ainu people be given “rights”. However, their statements, listed below, are not based on facts as precisely explained in the report of the Japan NGO Coalition “2. The Circumstance of the Ainu People.”
a. “Since the Meiji Restoration, the government of Japan has encroached on the land of the Ainu and conquered and ruled them.”
b. “The government forcibly took the land of the Ainu, integrated in the nation state and colonized it.”
c. “The language, unique religion and all cultural manners and customs of the Ainu people were prohibited as evil custom. The government of Japan also banned their traditional vocations and forced them into agriculture.”
d. The statement, “It is the state of Japan and the Hokkaido local government who have been violating the rights of the Ainu,” is also false.

　国連人種差別撤廃委員会は２０１４年、日本政府に対する最終見解の中で、「日本政府が琉球を先住民族として承認することを検討し、また彼らの権利を保護するための具体的な措置を取ることを勧告する」というとんでもないことを言ってきました。
　もちろん国連自体が調査をした結果出した勧告ではありません。沖縄先住民説、沖縄独立論を唱える極左人権派の少数グループのＮＧＯが、人種差別撤廃委員会に提出したレポートが、何の検証もされることなく、勧告に化けて国連から出されたものです。
　この撤回を求めているのがこのレポートです。その理由として、
（a） 沖縄県民は自らを日本人だと認識しており、沖縄先住民としての自己
認識を持っていない。その根拠として石垣市、豊見城市の撤回意見書、沖縄選出衆議院議員宮崎正久氏に撤回要求質疑などを付属書として添付。また沖縄で独立を公約に掲げて当選した政治家はいない。
（b） 国会でも自治体の議会でも沖縄県民が先住民族なのか議論されたこともない。沖縄県議会翁長知事発言（付属書）
（c） 日本人である沖縄県民に先住民勧告を出すことは、沖縄県民に対する差別であり人権侵害であり、人種差別撤廃委員会の存在意義に反する。
（d） 沖縄の言語は日本の方言であり、日本語の一部である。
（e） 琉球列島に住む人々の核ゲノムＤＮＡを解析した結果、遺伝的に琉球列島の人々は、台湾や大陸の人々とつながりがなく、日本本土により近いという研究結果が出ている。
等々、この「１、琉球／沖縄の状況」は詳しい根拠データを示しています。

Series No.2: 1. The Circumstance of the Ryukyu/Okinawa

Submitted by Japan NGO Coalition against Racial Discrimination

The first report of the Japan NGO Coalition is “1. The Circumstance of the Ryukyu/Okinawa.”
In its recommendation issued in September 2014, the following were mentioned:
Committee recommends that the State party review its position and
consider recognizing the Ryukyu as indigenous peoples and take concrete steps to
protect their rights.
This recommendation is really preposterous and greatly infringes on the human rights of Okinawa people. The NGO report, written by “Okinawa Policy Research Forum of Japan,” demands the retraction of the recommendation for the following reasons:
a. The citizens of Okinawa Prefecture regard themselves as Japanese and do not recognize themselves as indigenous people. Evidence attached.
b. There has never been, in either the Diet or in local assemblies, a discussion on whether Okinawans are either Japanese or indigenous people. Demands for rights as indigenous people have never been taken up by local assembly.
c. It is an act of discrimination against Okinawans, who are Japanese, as well as an infringement on their human rights and against the reason d’etre of the Committee, for the UN Human Rights Council to recommend that the Okinawan people be recognized as an “indigenous people”.
d. The Language of Okinawa is a Japanese dialect and a part of the Japanese language.
e. Analysis of the human genome of people living in the present-day Ryukyu Islands shows that they have no genetic relatedness with people living in Taiwan or on the Asian Continent. They are, in fact, genetically close to people of Japan Proper.

その１（概要）
人種差別に反対するＮＧＯ日本連合

　国連の第９６回人種差別撤廃委員会(CERD)が、８月６日より開催されます。対日審査は１６日、１７日に行われます。「慰安婦の真実　国民運動」は、友好団体に呼びかけ、２１団体で「人種差別に反対するＮＧＯ日本連合」を結成し、７件のＮＧＯレポートを国連に提出しました。また対日審査に合わせて委員会に代表団を派遣し、報告書について発言することにしています。
　報告書（英文）は、すでに国連の Official Site に掲載されています。
　今回はその１、概要として、人種差別に反対する日本ＮＧＯ連合のメンバー団体、７件のレポートの目次、レポートの序文をご案内します。

　序文では、日本が１９１９年２月１３日、ヴェルサイユで開催されたパリ講和会議の国際連盟規約を草案する委員会において、人種差別撤廃を盛り込む提案をしたことを述べています。ことしはそれから、１００年を迎えようとしています。日本の提案の５０年後の１９６９年にようやく国際人種差別撤廃条約が発効しました。
　日本は、人種差別撤廃運動のリーダーとして、またパイオニアとして、今後とも国際社会で大いなる貢献をしていくものと信じる、と序文を結んでいます。

中国ガン―台湾人医師の処方箋（並木書房）

その２―第１章　中国という名のガン細胞

　ガンとは細胞が持つ「アポトーシス」すなわち「細胞の自殺」という機能を欠いた細胞の増殖のことです。普通の細胞と大きく異なり、非常に利己的で自己中心的で、無限増殖していきます。
　今の中国を見ているとガン細胞そっくりであり、そのどの特徴も中国そのものである、と著者は言います。
　中国の国内の状況はガン細胞のモザイク現象そのものだといいます。貧富の格差、犯罪増加、環境汚染といった共食い現象がそれです。それに加えて、「転移」もあり、毎年、数百万人規模の中国人が世界に散らばり、各地で秩序を崩壊させています。
　問題は、日本人はじめ世界の人々にこの認識があるかどうかだと著者は言います。
　たとえば「チャイナ・ウオッチャー」という医者が１０人いるとすれば、９人はこの中国という名のガン細胞を見ても「大丈夫だ」と診断する。つまり「これは育ち盛りの少年だから、どんどん栄養（資本と技術）を与えればいい」「今は暴れん坊だけれど、まだ心と体のバランスが取れていないだけ。いずれ知的成長を伴って、いい大人になるだろう」だどといっている。
　ところが最近「これはガンではないか。この行動は異常だ。いくら待っても正常にならない」と考える医者も出てきた。と著者はいっていますが、すでにかなり、ほとんどの医者が、という状況になりつつあるようです。
　宮埼正弘さんのメルマガ（７月２８日号）が伝えています。
　　「そして誰もいなくなった」（ワシントンから中国擁護派が消えた）。中国専門家の嘆き。「ホワイトハウスの電話のベルが鳴らない（相談がない）」「パンダハガー（中国びいき）の多くもスタンスを変えた」という状況になってきている。
　今こそ中国の本質認識を深め、正しい対中対応策を考え、実行していくべき
時です。

Cancers are made up of cells which lack the mechanism to terminate its own functioning. The main difference between cancer cells and normal cells is that cancer cells are extremely selfish and “egocentric”. They also have a tendency to proliferate indefinitely. The more malignant they are, the more likely they are to exhibit mosaicism, or the lack of uniformity. Cancer cells’ selfish desires turn them into cannibals. The strong create havoc by devouring the weak.
Present-day China bears an eerily close resemblance to cancer cells. Egocentrism and selfishness are the same spirits we find in China, where the watchword is, “What’s mine is mine, what’s yours is mine.” The mosaicism within China is exactly the same as that of cancer cells. There is also the phenomenon of cannibalism: the wide gap between the rich and poor, increased in crime, and environmental pollution.
But the important question here is how many of the world’s people, including the Japanese, are aware of this situation?
What if those who call themselves “China watchers” were physicians? Nine out of 10 of them would tell us that the patient (China) is just fine. One doctor may say, “This patient is a growing boy. Just give him nutritious food (capital and technology) and he’ll be fine.” Another may declare, “He’s a little wild now because his mind and body haven’t not matured. Give him time.” Both are saying that as intellectual growth progresses, the patient will become an upstanding adult.
But recently, some doctors have come forward and said, “This might be cancer. The patient is behaving strangely. We’ve given him time, but he still hasn’t come around.” Such doctors have increased in number, but even as they examine the patient, they adopt a wait-and-see attitude. Even though the cancer cells have begun to spread, not one physician has discovered a treatment.

アジア自由民主連帯協議会

　国連の第８６回人種差別撤廃委員会(CERD)が、８月６日より開催されます。対中国審査は９日、10日、対日審査は１６日、１７日に行われます。「慰安婦の真実　国民運動」は、友好団体と協力してＮＧＯレポートを提出し、またジュネーブの委員会に代表団を派遣することにしています。
　最初に行われる、対中国審査に向けて「アジア自由民主連帯協議会」（会長：ペマ・ギャルポ）は、中国に人種差別を受けているウイグル、南モンゴル、チベットの状況を報告し、結論の３で、「国連常任理事国の一つである中華人民共和国が、このような人種差別と迫害・民族ジェノサイドの可能性があることを行っていることは、国連の存在意義に関わる重要な問題であり、国連は,人種差別撤廃と人権擁護の視点から、中華人民共和国の上記各民族自治区に対し、中立的、国際的な人権査察団の派遣と調査を行うべきである。」との提言を行っています。

The following appeal is made in the Conclusion of the Report:

As it is a serious problem for U.N. of its significance of existence that suspicions of such racial discrimination, persecution and ethnic genocide have been recognized in China as one of U.N. permanent members, U.N. should dispatch international neutral team of inspectors for human rights survey to the above-mentioned each Ethnic Autonomous Regions in China from perspectives of racial discrimination elimination and human rights protection.

1910～1945朝鮮に於ける日本の植民地支配の遺産：新しい視点から

　韓国は日本の帝国主義の犠牲者だったのであり、「文化抹殺」「搾取」「慰安婦（性奴隷）」などの諸悪の根源は日本人だった、というのが韓国の民族主義的な歴史観です。
　ハワイ大学のジョージ・アキタ教授は、この広く広まっている史観を素朴に信じていたそうです。あるきっかけからこれを徹底的に検証してみようと決意し、ブランドン・パーマー教授とともに取り組んだ研究成果が『1910-1945朝鮮における日本の植民地支配の遺産：新しい視点から』という本です。
　「文化抹殺」を調べていくと、それどころか総督府は「朝鮮の文化遺産を保存する法律」まで制定して歴史遺産を保存することに尽力していたことが分かりました。朝鮮衣装ハンボクを禁止したわけでおないし、ハングルを使って朝鮮語と朝鮮の歴史を公立の学校で教えていたのでした。
　「搾取」についても、朝鮮人は課税もされましたが、朝鮮の近代化を賄うにはとても足らず、日本からの資金を当てました。もちろんこれは日本の納税者の負担によるものです。
　すなわち、韓国の民族主義的な歴史観は全く事実という根拠をもたない、イデオロギーに過ぎないことが明らかにされています。しかし、評者が、大きな問題と指摘しているのは、このような根拠のない幻の「歴史観」が韓国だけでなく、アメリカをはじめとして世界に当たり前のように広がっていることです。アメリカ議会で慰安婦非難決議が可決されたというのも、このような土台があったらばこそのことです。この虚偽イデオロギーとの戦いは容易なことではないことが痛感されます。しかし、虚偽は虚偽、戦い続けるしかないと思っています。

The Japanese Colonial Legacy in Korea 1910-1945: A New Perspective

The prevailing Korean “nationalist” narrative of the colonial era (1910-1945) portrays the Koreans as victims of Japanese imperialism and ascribes numerous evils to the Japanese, including “cultural annihilation,” “exploitation” and “sexual slavery of women”.
Professors George Akita and Brandon Palmer shared this view until they conducted a thorough research into the colonial period history based on a wide range of sources.
The conclusion of their research completely contradicts the prevailing view. Japanese policies were “embedded in realism, moderation, mutualism and proportionality in its application” to Korea, thereby forming the “foundation for South Korea’s postwar developmental miracle.”
Regardless of the facts, the reviewer laments that the Korean “nationalist” narrative has been wholeheartedly accepted not only in Korea but also in Western countries, including America. This has led to US government pronouncements against Japan that are ideologically based and historically inaccurate–such as the House Resolution that condemned Japanese “forced military prostitution” during World War II.

その１―まえがき、目次

　４０００年の中国の伝統を畏敬し、そして共産主義という理想国家を敬慕する日本人が一昔前までは「知識人」を中心に沢山いました。意外にもといいますか、海外でも左翼が「マオ」に憧れ、発展する中国に期待する人々が、これも知識人の主流であったといえるほどでした。さすがに、最近になって中国の正体に気づき始めた知識人が現れ始めています。その代表的なものとして、マイケル・ピルズベリーの『China 2049―秘密裏に遂行される「世界制覇１００年戦略」』をあげることができます。
　しかし、それらにしてもまだまだ中国の本質を十分にとらえた分析ではない、ということを示してくれるのが林建良著『中国ガン―台湾人医師の処方箋』です。
　林建良医師は中国の本質は「ガン」であると診断します。利己的で自己中心的で無制限に増殖していくのが「ガン」の基本的な性質です。中国の本質はまさにこれと同じところにある、然るがゆえに、「中国はガン」であるというものです。通常の細胞が持っている「アポトーシス」という「自己犠牲＝自己死」の機能を持たないのが「ガン」であり、利己的に無限増殖していくわけです。
中国にもこの「自己犠牲＝自己死」の原理が欠けていることを林医師は指摘します。その最たる実例は深刻な飢饉に見舞われた時に中国人がとってきた行動です。その中でよく見られたのが「易子而食」（子を交換して食す）という現象であることをあげています。子供のために自己犠牲になるというという普通の人間が行ってきたのと際立った違いです。
次号より、詳しく中国を診断していき、そして最後に処方箋も示されます。ご期待ください。

The author raises a question to the readers; “Is China a land filled with opportunities for the world? Or does it pose a serious threat to the world?”
His answer is; “To tell the truth these questions are tantamount to asking whether cancer is beneficial or harmful.”
He asserts that if we adopt biological standpoint, it is obvious that China is a cancer. The basic reason is concerned with apoptosis. Normal cells maintain the body’s equilibrium through apoptosis, or programmed cell death. However, cancer cells are not endowed with the spirit of self-sacrifice. Their mission is to spread forever, and without limit.
China’s behavior is eco-centric and it is proliferating without limitation like that of cancer because of the lack of apoptosis, spirit of self-sacrifice. It is most represented by a well known phrase of “change child to eat each other” when they encounter serious starvation. Parents will not sacrifice themselves, but want to survive even eating their children.
The book explores deep into the true nature of Chinese and China and presents prescriptions to remedy China cancer.

韓国の呪術と反日（青林堂）

その１―まえがき（日韓関係は変態関係である）、目次

　韓国の反日が異常としか言いようのないものであることは、多くの人が感じていることでしょう。もっとも、朝日新聞に代表される東京裁判史観の信奉者からすると、日本の朝鮮侵略、帝国主義的植民地支配は類例のない過酷なものであったのだから＝戦前の日本＝異常、したがって韓国反日は理解し、受け入れるべきであると考えているのかもしれません。
しかしながら、そもそも日本は韓国を植民地にしたわけではありません。国際的に認められた日韓併合条約によって、併合したのであって、国王は日本の皇族に次ぐ高位の華族に列せられました。いわば破産状態の国を吸収合併したものであり、併合後数年間は朝鮮人からの税は予算の３割余を賄うに過ぎず、他は日本からの支援でした。搾取したなどという批判は見当外れもいいところで、搾取されていたのは日本の方でした。
　しかし、日帝の植民支配は諸悪の根源として「親日派財産没収法」を制定して過去にさかのぼって、親日＝日本協力者の財産を没収までします。およそ近代法では考えられないことが反日であればまかり通ってしまうのが韓国です。
　また、韓国政府は、いまだに慰安婦は女子挺身隊という１００％間違っていることを言い続けるなど、どう見ても「異常」なのは韓国の方です。
　これを深層心理に立ち入って解明しようと言いうのが但馬さんの試みです。
　海外の人々にもこういう「異常」「特殊」を理解してもらうのに大いに役立つのではないかと思っています。

Korean anti-Japanese thinking is quite abnormal.
Former Korean President Geun-hye Park, in her speech at a March 1st Movement Anniversary in 2015, mentioned that the “historical dynamic of one party being a perpetrator and the other party a victim will remain unchanged even after a thousand years have passed,” implying that Korea will bear a grudge that will last for 1,000 years.
This statement itself is extremely abnormal but there is more. The Japanese annexation of Korea was conducted lawfully based on a mutually agreed upon pact. The reason why America, Great Britain and other European countries approved of the annexation without objection was that the annexation was thought to be reasonable, considering Korea’s situation at the time. Korea was entirely bankrupt. After the annexation, for a few years, taxes from the Korean people financed only one-third of the total budget of Korea. It was the Japanese government that provided the balance of funding. The Japanese government’s supplementation of Korean finances continued to the last year of the annexation. Still, President Park stated that Koreans will continue to hold a grudge against Japan for the next thousand years.
Mr. Tajima, the author of the current book, tries to get to the bottom of this bizarre thinking by reflecting on the psychology of the Korean people, which is a product of Korean history.

　著者のトーマス・グッドリッチは「Hellstorm: The Death of Nazi Germany, 1944-47」（連合軍のドイツに対する戦争の実態）「The Dixie Died」（ 南北戦争後の南部占領の歴史）、「Scalp Dance」（白人とインディアンの戦争）など、
戦争、闘争とその惨劇をドキュメンタリー風に描く作家です。
　その最新作が、この「１９４５年夏」で主題は第二次世界大戦です。勝者の一方的な立場からこれを描くのではなく、資料に基づいて公平な立場で記述しています。
　その結果は、公式的な物語の信奉者が大ショックを受けるものになっています。正義の連合軍は、捕虜を殺害したり、民間人を虐待したりすることは想像もできないはずですが、次のことばはだれが言ったのか、記録があります。

＊「できるだけ早く、奴らを片付けるべきである」
＊「奴らを全部殺せ。壮年も、老人も、子供も女も。嬲り殺しにするのだ」
＊「多数の女や子供を殺さなければならないことが分かっていた。やらなればならなかったのだ」

最初のものは、ウインストン・チャーチル首相です。２番目の悪罵は、ソ連のジャーナリストイリヤ・エレンブルグが言ったものです。３番目のものは、あの東京空襲という一夜にして１０万人の非戦闘員の市民を殺戮したアメリカのカーチス・ルメイ空軍大将が言った言葉です。
　本書には、こんなものに止まらない、素朴な連合軍正義信奉論者が驚愕する事実が大量に示されています。歴史を公正な目で見直すための貴重なドキュメンタリー小説である本書の日本語訳版を是非刊行していただきたいものです。

Thomas Goodrich is a professional writer whose main theme is the atrocities that inevitably occur during human conflict. His main books include Hellstorm (Greatspace, 2014), an account of the Allied war against Germany, The Day Dixie Died (Stockpole Books, 2001), a history of the postwar occupation of the South by the Union Army after the Civil War and Scalp Dance, a narrative of the war between the Indians and Whites and the torture and slaughter committed by all sides. What gives his books its visceral realism is that he cites from diaries and personal recollections, allowing both perpetrators and survivors to freely express themselves.
Summer, 1945 is his latest book, in which he covers the final days of the Second World War. Most people believe the official narrative, the politically correct view of the Second World War: the Allies fought for “freedom” and “democracy”. Most people could never imagine that the righteous Allied soldiers murdered prisoners of war or raped civilians–the reality is far removed from their cherished beliefs. Most people will be shocked to know from whom these quotes were taken:

“We ought to get rid of them as soon as possible.”
“Kill them all, men, old men, children and women, after you have amused yourself with them!”
“We knew we had to kill a lot of women and kids… Had to be done.”

It is documented that the first one was stated by Prime Minister Winston Churchill, the second was by Soviet Journalist Ilya Ehrenburg and the third was by General Curtis LeMay, who ordered the March 1945 firebombing of Tokyo, killing 100,000 unarmed civilians.
This book objectively illustrates the real Second World War, of the savagery inflicted on Germany and Japan by the Allies. There needs to be a fair view of this war to eliminate the biased and prejudiced view of the war, which leads to prejudice against the losers of the war.

　他の３大文明が他の後進の新たな文明の誕生のもとに滅んでいったのに対して、中華文明は現在に引き継がれて発展しています。他の３大文明の周辺ではその後、複数の国家が「共存」する「国家文明」が生まれたのに対して中華文明では天子が支配する「天下」が力に応じて周辺を支配する形態が発展しました。「国家文明」を発展させることがなかったのが中華「天下文明」でした。
　日本はこの「中華文明」に接しつつも、全く異なった独自の文明を発展させていったのです。

The evolution of the Yellow River civilization was different from that of the Mesopotamian, Egyptian, and Indus Valley civilizations. In the regions where they arose, newer civilizations appeared. Eventually, peoples formed communities called nations, each governed by a ruler. The “civilization of nations” evolved, with multiple nations in “coexistence.” But in case of the Yellow River civilization, the concept of a “nation” was absent. Instead, an empire evolved, the realm of which expanded or shrank depending on the power of the emperor.
Even today, the PRC, the latest bearer of Chinese civilization, was forced to establish borders to appease the international community. But in Chinese minds, the Chinese realm includes all territories that China is capable of controlling through its power. Chinese national borders exist but they expand as the “Emperor” acquires more power.
Although Japan has been influenced by its neighbor China, it has a completely different civilization from that of China.
