韓国の李明博大統領の竹島上陸と天皇に対する非常識極まりない侮辱発言は、普通の国家なら国交断絶を行うのが当然の超敵対的な行為である。しかも就任直後に過去のいざこざに終わりを明言した当人がこのありさまである。
さすがにおとなしい日本人も強い怒りを感じ、嫌韓感情の高まりとともに、「この国はだめだ」という諦観が定着し始めている。

The Base National Korean Mind is Utterly Incomprehensible to Japanese

At one point, South Korean President Lee Myung-bak spoke of improving relations with Japan. The Japanese welcomed Lee’s statements with optimism, as a dramatic shift in attitude compared to previous South Korean administrations, which were stridently anti-Japanese, anti-American and pro-communist. However, President Lee’s recent actions, his visit to Takeshima and calling on the Emperor of Japan to apologize to those who died for independence, while highly distressing, should not be entirely unexpected to level-headed Japanese.

Taiwanese author and commentator Kou Bunyu (Gao Wen-xiong) explains that such conflicting behavior is indeed inevitable, given Korean denial of their own history and of their tendency to fawn to those who are of greater military and political strength. Because such behaviors are deeply ingrained in the Korean psyche, especially within the youth (the “Hangul generation”), Mr. Kou expects that irrational behaviors, such as virulent anti-Japanese protest and repeated demands for apologies, will persist for some time.

Mr. Kou suggests that Koreans need to know more true Korean history, more than the empty rhetoric (“we have been invaded a thousand times and beaten back the invaders each time”) that currently passes for deep understanding. Here is his essay;

中国の尖閣領有権の主張には一点の正統性が無いことはこれまで再三に亘って発信して
来ました。何しろ、日本が領有するまでに、ただ一人の中国人も尖閣に上陸したことは
ない。又、清代の公文書（「清会典」）には詳細な台湾の地図と付属諸島がしるされて
いますが、尖閣などどこにも出てこないのですから、話になりません。古い本の中に出
てきたからといって、そんなものは領有の根拠などになるはずもありません。本に載っ
ていたことが領有の根拠になったら、世界中に大混乱が起こるでしょう。国際法に無知
な国ならではのはなはだ程度の低い主張です。

As is well-known, China had never claimed sovereignty over the Senkaku Islands
until 1968, when the United Nations Economic Commission for Asia and the Far
East published its survey findings, which noted the possible existence of huge
resources below the seabed surrounding the Senkaku Islands.

Chinese Foreign Minister Yang Jiechi, in his address made at the United
Nations General Assembly on September 27, 2012, reiterated that Japan “stole”
the Islands.

This, however, is a sheer lie, without any basis at all in historical fact and
international law. This is fully verified by a paper below, which has been

中国人が平気でウソをつくということについては、中国政府の度重なる言動、多くの中国
進出企業が遭遇した体験、そして日本在住中国人などを通じて今や常識化しつつある。

この中国人のウソつき症候群の心理的な分析を歴史にさかのぼって検討したのが、この
対談・論文である。結論的には中国人の徳目の一つ「避諱」（ひき）にいきつくという。
これは隠すとか避けるとかいう意味であるが、国家や家族のために不利なことは、事実を
曲げてでも隠さねばならない、それが正しい、という考えである。身内の体面を汚すこと
はあってはならない。正直であるということはこの考え方の前では、重要ではなくなる
わけである。国家にとって都合が悪いこと、不名誉なことは一切明らかにしてはならない
という「倫理観」である。

つまりウソを独特な（？）倫理観に基づいて積極的につくのが中国人なのであるという
ことを知らなければならないわけである。日本人のみならず世界中の人たちもこのこと
を知らないととんでもない見当違いをすることになるわけである。

Kitamura Minoru, professor at Ritsumeikan University and Lin Sinyu, who holds
a Ph.D. in engineering, discuss Chinese psychology and how it relates to Chinese
interaction with Japan. Chinese thinking of course can apply to countries beyond
Japan. Understanding the Chinese way of thinking is critical not only in
understanding their current and past actions, but to forecast their future actions.

The key behavior is “bihui,” preserving stability of the state and the good name
of the group: “the reputation of your group can’t be dishonored”. For this purpose,
facts can be easily ignored. In other words, lying is allowed and even patriotic.

Now the Chinese government is claiming its territorial right over Senkaku Islands.
This claim is based on nothing, considering that a Chinese state authorized map
published in 1960 clearly depicted the Senkaku Islands as Japanese territory.
Indeed, the Chinese government has clearly stated its position on the Senkaku
Islands in the past such as in the “People’s Daily” (the authoritative organ of
the Chinese Communist Party) January 8, 1953: “it (Okinawa) comprises seven group
of islands, including the Senkaku Islands, …”

An official U. S. document (United States Office of War Information Psychological
Warfaire Team Attached to U.S. Army Forces India-Burma Theater APO 689) records
in the preface “A ‘comfort girl’ is nothing more than a prostitute or ‘professional
camp follower’ attached to the Japanese Army for the benefit of the soldiers.”
This shows the core of the comfort women issue.

毎年この季節となると韓国は日韓併合と植民地支配の非難と日本の謝罪をがなり立てる。
大統領就任２か月後に訪日した時に「過去にこだわって未来が損なわれてはならない」と
言っていた李明博大統領であるが、前言を翻したばかりか、何と天皇が訪韓を望むなら
謝罪を求める（実はひざまずいて謝罪すべきといったと伝えられる）などと許すべから
ざる無礼極まる暴言を吐いたのである。

そもそも日韓併合は韓国を搾取するために行ったのではない。韓国人はよくよく当時の韓国
の惨状を知るべきである。どうも知らないようだから（多くの日本人も）事実をお教えしよう。
併合の翌年の１９１１年の韓国の総予算は３５６５万円。うち韓国からの税収は１３３０万円。
たった３分の１である。残りは日本からの補充で賄ったのだ。要するに倒産寸前だった韓国
を日本が救済したのが韓国併合だったのだ。その後もずっと日本からの補助があって、韓国の
近代化、経済成長は続いたのだ。併合からほぼ３０年たった１９３９年でも総予算の２５％は
日本からの補助金で賄われていたのだ。

搾取されたのは日本人であり、恩恵を蒙ったのは韓国人であったというのが客観的な歴史事実
なのである。よく７奪と日本を非難する韓国人がいるが、実は７恵であったことも、事実を
調べていくと分ってくる。

『日韓併合は日本の誇り』（「日韓併合１００年」首相謝罪に反対する会編）はこうした歴史
事実をまとめた力作である。豊富なデータ、写真等が収集されており、これを読めばあたかも
日本が過酷な植民地支配かのような通説がいかに間違ったものであるか誰にでも理解されよう。
要するに日本人全員の必読書であるが、書店で販売されていないのが残念だ。しかし、ここで
全編を無料で読むことができる。

A New Look at the Annexation of Korea

Every year at this season, the Korean government demands that Japan apologize
for her annexation of Korea. This year South Korea breached propriety with
President Lee Myung-bak’s demand for an apology from the Japanese Emperor himself.

However, if one looks at the historical facts regarding the annexation of Korea,
one will be puzzled as to why the Korean government makes such a demand.

For example, the total budget of the Korean government for 1911 was 3.6 million yen,
of which 1.3 million yen consisted of tax revenue from the Korean people. Obviously,
the balance was supplemented by the Japanese. In other words, the Korean government
was on the verge of bankruptcy.　The truth was that Japan saved Korea from a
financial crisis. Furthermore, Japanese financial assistance continued up to 1939,
when the Japanese supplemented 25% of the total budge.

As to the accusation of the comfort women, the fact is that “a ‘comfort girl’ is
nothing more than a prostitute or ‘professional camp follower’ attached to the
Japanese Army as recorded in the official US document (UNITED STATES OFFICE OF WAR
INFORMATION APO 689). The document also recorded their average income was 750 yen
per month, about 30 times of the Japanese srgent. It is laughable to call women who
earn such high salaries to call “sex slave”.

SDHF Newsletter No.44: “Sailor Diplomat: Nomura Kichisaburo and the
Japanese-American War,” by Peter Mauch (Harvard 2011) -Reviewed by Norman Hu

I would like to present a book review on “Sailor Diplomat: Nomura Kichisaburo
and the Japanese-American War” (written by Peter Mauch, Lecturer of History in
the School of Humanity and Languagees at the University of Western Sydney)
written by Norman Hu.

Seven decades after the attack on Pearl Harbor, interest in the events leading
up to the outbreak of war between Japan and the United States remains high, as
does fascination with the pre-war negotiations which failed to bring about a
lasting peace.

While the roles of those in the United States, from the president and the secretary
of state to lowerranking officials in the State Department, have been extensively
examined, the same cannot be said for the other side, with few works in English
devoted to examining the parts played by the Japanese in those pre-war talks.
Peter Mauch has produced the first biography in English highlighting the role of
Nomura Kichisaburo, Japan’s ambassador to Washington in 1941.

Mr. Mauch draws together various strands of Nomura’s life: his decorated naval career;
his practical training in key postings throughout Europe, Asia, and North America;
and his apprenticeship of sorts under prominent Japanese internationalists who
advocated cooperation with other nations. The author develops the central argument
that these factors, in particular his naval background, come together to inform
his role as ambassador, and the book is a welcome addition to the literature.

Washington University, specializing in East Asian politics and history. He has
translated works by Seishiro Sugihara including “Between Incompetence and Culpability:
Assessing the Diplomacy of Japan’s Foreign Ministry from Pearl Harbor to Potsdam”

東京裁判は国際法的な根拠をもたない違法裁判であったことはよく知られている。
さらに、弁護側の提出証拠の３分の２以上を却下するという、勝者の一方的な裁判で
あったことも知られている。さらに情けないことに、このとんでもない違法裁判を
「文明の裁き」とたたえたのが東京大学の国際法教授であった横田喜三郎であった
ことも知る人は多い。

　この不法な東京裁判の裁きを支える歴史観がいわゆる「東京裁判史観」であるが、
日本は未だにこの歴史観の支配下にあるというのが嘆かわしい現実である。はっきり
いえば、東京裁判史観は日本の暗黙の『国是』なのである。これを真っ向から否定した
「日本は侵略国ではない、良い国であった」という発言が高官から発せられると、条件
反射のようによってたかってたたかれことになる。 田母神論文のケースがそれである。

The Tokyo Trials punished Japan for waging “aggressive war”. The Allied
powers did everything they could to deny Japan an adequate defense. More
than two-thirds of the evidence submitted by the defence was rejected by
prosecutors or presiding judges by arbitrary reasons.

One important aspect of the defects of the Tokyo Trials concerns the lack
of discussion of Communism. Japan’s pre-war foreign policy was designed to
address a fundamental concern – the spread of Communism. Not only was Japan
anxious of the military threat posed by the Soviet Union, given her close
proximity, but Japan was also fearful of the spread of Communism in chaotic
and lawless China.

Japan’s pre-war fear of Communism, especially in Asia, was indeed realized
after the war. Documentation of the violent anti-Japanese campaigns waged by
both Chinese Communists and Nationalists were not even allowed to be presented
in the courtroom due to the presense of a Soviet Judge.

Dr. Kobori explains in detail how the trial judgments were distorted by this
unfair procedural detail. To make the matter worse, this fact has not been
given a due attention in discussions of the Tokyo Trials.

SDHF Newsletter No.42J:「尖閣は明代から中国領」の真っ赤な嘘（下條正男拓大教授）

　１９７０までは、尖閣が日本領であることは、国家公認の地図、さらには人民日報記事
（１９５３年１月８日号）などでも認めていたのが中国である。ところが、１９６８年に
発表された国連極東経済委員会報告がこの海域に膨大な地下資源の存在可能性を指摘した
途端、台湾、中国とも突如としてその領有権を主張しだしたのである。

　その論拠たるや、明代から琉球冊封使の記録に尖閣が出てくるであるとか、果ては清代に
西太后が清の大官盛宣懐に下賜した詔書があるだとか、全く根拠にならないものである。
詔書が偽物であることはすでに完璧に証明されているし、明代に沖縄に派遣された冊封使
の記録に出ているからといってそれが領有権を示す根拠などにはなりえない。

　下條教授は『正論』５月号論文 ”「尖閣は明代から中国領」の真っ赤な嘘　”

において、文献に基づきこの妄論を徹底的に批判し、否定している。

　明代の冊封使の記録に久米島までが琉球の領土と出てくるが、だからといって尖閣が明の
領土だったわけではなく、無主の島だった。何しろ明代は台湾も明の領土に入っていなかった
のだ。清代になり、ようやく台湾が清の領土の編入されるが、清代の「海国記」に尖閣がでて
くる。しかし、その著者が同伴していた冊封使の記録に、台湾の?籠山（現在の基隆）が、
中華すなわち清の境のごとしと書いている。尖閣などはるか先である。何よりも清の公式文献
である『台湾府志』にも?籠が中華の界との記述があるばかりでなく、『台湾府志』に尖閣
など全く出てこないのである。

　要するに中国は一片の理のない主張を盗人たけだけしく行っているのである。言っている
だけで済ますつもりのないことは言うまでもない。世界に中国の嘘を訴えるべきである。

It’s a sheer lie that the Senkaku Islands have been Chinese territory
since the Ming Dynasty

Before 1970, both the Republic of China and the People’s Republic of China
acknowledged that the Senkaku Islands were the territory of Japan, in official
statements, in maps made with government approval, and the party newspaper,
“The People’s Daily,” as well. (as seen in our site;

In 1968, the United Nations Economic Commission for Asia and the Far East
(ECAFE) published its findings of surveys of the waters surrounding the Senkaku
Islands, which stated that there might be huge natural resource deposits
below the seabed. Thereafter, claims suddenly emerged from Taiwan and China to
the Senkaku Islands as their territory.

From 1970, China unashamedly started to argue that the Senkaku Islands had
been the territory of China since the Ming Dynasty. However, this is a sheer lie.
Professor Shimojo precisely verifies that not only the Senkaku Islands were a
part of the Ming Dynasty’s territory but they were also not a part of the Qing
Dynasty’s territory, based on official documents of both dynasties in
his paper:

SDHF Newsletter No.41:「東海」が紀元前からあったというのは真っ赤なウソである
　　　　「日本海呼称問題で韓国を黙らせる」（拓殖大学教授　下條正男）

　国際社会を舞台に「日本海を東海に改めよ」と求める韓国の運動は、１９９２年に国連の
地名標準化委員会で日本海の呼称について問題提起したことに始まります。以来官民挙げて
執拗な運動を展開してきました。今年１月バージニア州で使用する教科書に日本海と東海を
併記するよう求めた提案が州の上院の委員会で８対７の僅差で否決されるという事件が起き
ました。４月２３日～２７日に開かれた国際水路機関総会を目標に運動してきた韓国のもく
ろみは完全挫折しましたが、この問題がはらむ大きな意味について認識すべき時です。

　第１に、韓国のこの主張は、竹島、慰安婦などと同じく、完全に歪曲した歴史事実に基づ
いて行われているということです。今回紹介します下條正男先生の「日本海呼称問題で韓国
を黙らせる」（『正論』４月号掲載）に詳しく説明されていますように、なるほど『三国史
記』（高句麗本紀）と『広開土王碑』に「東海」という記述があります。しかし、高句麗は
朝鮮半島の西北から満州にかけて存在していたことから想像つきますように、「東海」はど
うみても今の日本海を指すものではありえません。今の黄海の一部を「東海」と表現してい
たわけですが、下條先生の言われるように、中国から見て東にある海だからそういっていた
ということです。さらに渤海を東海とも呼んでいたということです。

　こんな全くの歴史歪曲によって「東海呼称はキリスト誕生より古い」などというトンデモ
論を声高に主張しているのが韓国なのですが、例によって日本政府のこれに対する断固たる
反論がなされていないため、かなり国際的に広がってきているのが実情です。危うくバージ
ニア州で論が採用されそうになったのがその典型例ですが、国際的な地名学者の間にも支持
者が広がっているというというのです。

　またこの問題は、単に呼称問題にとどまらず、竹島ともからみ、全て日本帝国主義による
侵略行為の一部であり、日本が償いを行うべきこのとの一環である、という主張と結びつい
ていることです。政府に断固たる対応を強く迫るとともに、韓国の人々を含め世界の人々に、
歴史の真実を訴えていかなければなりません。下記の通り、海外のマスコミ、識者、学者等

　It is a sheer lie that “East Sea” predates the birth of Christ

Korean government has been conducting an international campaign to introduce
the appellation“East Sea” as an alternative to the “Sea of Japan” even claiming
that “East Sea” predates the birth of Christ. However, this is a sheer lie. It is
true that 東海 or “Donhae” or “East Sea” appears as a description in the “History
Book of Three Kingdoms” in 37 B.C. But you can easily understand that“East Sea”
in this context refers to “Bohai” or the sea on the west side of the Korea Peninsula
-“East Sea” means the sea to the “east side of China”.

Prof. Shimojo introduces abundant historical records in his paper, which cpmletely
refutes the Korean government’s assertion of legitimacy of the naming of “East Sea”
over the current “Sea of Japan”.

He also reveals that the Korean government’s assertion of the “East Sea”
appellation closely relates to its territorial claim over “Takeshima” or “Dokdo”.
On the “Takeshima” issue, we have preveously presented overwhelming evidence that
current Korean occupation of the island is a complete violation of international law.
