日本人の目から見た「大東亜戦争」への道(アルドリック・ハマ)
論文と書評(杉原誠四郎)

 本論文は日本の第二次世界大戦直前の状況について、日本人は欧米人とは全く違った記憶を持っていると指摘して、そのあまりの違いを明らかにしようとしているものです。
欧米人の教えられている公式のストーリーは、端的に言えば東京裁判で示された見解をほぼそのまま取り入れているものです。日本の「犯罪的で軍国主義的な一派」が東アジアと残りの全世界を「支配」するために「侵略戦争」を始めたという、言ってみれば荒唐無稽な見解です。
日本人の中でも「政治的に正しい」見解を持つ人々は東京裁判の判決を受け入れていますが、多くの日本人が持っている考え方は今なお東京裁判で述べられた考え方とは著しい対照をなしていると著者は述べています。
そして日本人のこの考え方を丹念に検証していけば、戦後の日本の行動に関して理解が深まるであろうという考えで著者は本論文を書いています。
本論文の英語原文は、The Journal of Social, Political and Economic Studies,
Volume 42, Number 1, Spring 2017 に掲載されたものです。出版社の許可を得て、原文・日本語訳を「史実を世界に発信する会」 のサイトに掲載したものです。

The Buildup to the ‘Greater East Asian War’
from the Japanese Perspectives

Aldric Hama’s essay, “The Buildup to the ‘Greater East Asian War’ from the Japanese Perspective,” notes how differently the people of Japan and the West view the origins of the so-called Pacific War, and attempts to explain this vast discrepancy in perceptions.
The Western image is, in a word, a regurgitation of the opinions put forward at the International Military Tribunal for the Far East (the IMTFE or Tokyo Trials) that World War II was an illegal war of aggression launched by Japan’s militarist faction in order to dominate East Asia and the rest of the world.
Although it is true that Japan did ultimately initiate the Greater East Asian War, the series of events that led Japan to the war were not at all conveyed in an accurate manner by the IMTFE. Mr. Hama’s essay makes this point very clear.
Prof. Sugihara’s review of this essay will be a useful introduction to this long essay.
The essay was first published in The Journal of Social, Political and Economic Studies, Volume 42, Number 1, Spring 2017. The essay has been uploaded to our website and now presented here.

オバマ大統領広島訪問の歴史的意義
―アメリカは原爆の呪縛から解かれた
元城西大学教授

 平成28年(2016年)5月17日、アメリカのオバマ大統領が原爆を投下したアメリカの現職大統領として、初めて被爆地広島を訪れ、原爆死没者慰霊碑に献花し、演説し、そして被爆者と対話した。演説では「われわれは歴史を直視し、そのような苦しみを繰り返さないために何をしなければならないかを問う共通の責任がある」と語った。
 謝罪の言葉はなかったが、このオバマ大統領の広島訪問には歴史的な意義があることを掘り下げて論じたのが本論文である。
 8月6日の今日、この論文を改めて内外の心ある人々に読んでいただきたく、英訳版とともに発信する次第である。(6日が日曜日なので、実際の発信は7日の月曜日。)
 論文は、次のような構成、内容となっている。

The historical significance of President Obama’s visit to Hiroshima
—The U.S. freed from the spell of the atomic bomb

On this day of the atomic bombing of Hiroshima, I would like to present Prof. Sugihara’s thoughtful essay on the meaning of President Obama’s visit to Hiroshima on May 27, 2016. The following is the translator’s introduction, written by Mr. Norman Hu:

Few have commented on the importance of President Obama’s visit to Hiroshima on May 27, 2016. But among these, Sugihara Seishiro discusses its significance as an act of reconciliation between Japan and the United States, even while he decries the atomic bombings as crimes against countless innocents. Sugihara emphasizes how important it is that this reconciliation was born from the use of the atomic bombs, and how it is a critical and bold statement in the 21st century, when it has become all too commonplace for nations to criticize each other without regard for the long-term consequences.
Japan is the only nation to have experienced the impact of an atomic bomb, and the United States is the only one to have dropped such a weapon in an act of war. Western scholars often discuss Hiroshima with a view to justify what the U.S. did to Japan at war’s end, while Asians may see that action as excessive and entirely preventable. While many Americans argue that the atomic bombs shortened the war and saved further loss of life (both among the Japanese but in particular those of American troops), Japanese people continue to regard the destruction of Hiroshima and Nagasaki as a supreme tragedy. President Obama highlighted “the remarkable transformation” in relations between the U.S. and Japan inasmuch as seventy years ago, “it would have been very difficult to imagine given the hostility between our two countries.”
This essay was recognized in 2016 for its contribution to modern and contemporary history by the APA Group’s 9th Annual Essay Competition. It is presented here in English for the benefit of readers outside of Japan. Sugihara presents the case that these close ties between erstwhile bitter enemies are a testament to humanity’s ability to reconcile given even the most virulent of enmities. Crucially, it is a clear statement that one not only needs to acknowledge and learn from history, but above all, to look forward.

国連特別報告者デヴィット・ケイ教授の「日本の言論の自由に関する報告書」に山下英次教授が国連人権理事会で反論

 国連特別報告者に指名されたデヴィット・ケイ教授は2016年4月19日に日本の外国人特派員協会で記者会見をし、「暫定報告書」を発表しました。
 全く事実に反した認識を基に書かれている、この暫定報告書は、第二のクマラスワミ報告となりかねない危険性があります。「放送法遵守を求める視聴者の会」では、本年1月15日にこれに対する反論の意見書をデヴィト・ケイ教授に送付しました。また、2月20「慰安婦の真実 国民運動」は、英文意見書をデヴィット・ケイ教授ならびに8名の国連高等弁務官、5名の国連人権理事会理事長・副理事長あてに発送しました。さらに、5月2日には、「不当な日本批判を正す学者の会」(会長:田中英道、東北大学名誉教授、事務局長:山下英次、大阪市立大学名誉教授)が日本プレスセンターで記者会見をし、暫定報告書に対する批判として、学者グループの意見書およびゼイード・ビン・アーラッド・フセイン国連人権高等弁務官宛の書簡を発表しました。
 しかし、ながら、6月16日に人権理事会に提出されたデヴィッド・ケイ教授の最終報告では、これらの意見書で指摘された点は一切無視され、全く事実に反した不当な報告書となっています。
 6月16日には、学者グループの意見書を取りまとめた、山下英次教授が、理事会で90秒間の公式スピーチと、1500字の文書でこれに強く抗議をしました。

Prof. Yamashita strongly criticized “UN Special Rapporteur’s Report
on the Right to Freedom of Opinion and Expression in Japan”
at UN Human Rights Committee

Professor David Kaye, United Nations Special Rapporteur, issued a “Preliminary Observations on the Right to Freedom of Opinion and Expression in Japan” at a press conference held on April 16, 2016 in Tokyo
The Preliminary Observations contained numerous serious errors, and these errors could be perpetuated as truths should the report be finalized in its current form.
On January 25, 2017, ‘Viewers and Listeners for Legal Compliance in Broadcasting’ sent an “Open Letter” to Prof. Kaye.
On February 20, 2017, the ‘Alliance for Truth about Comfort Women,’ which is comprised of 15 private organizations, also sent an open letter to Professor Kaye, with carbon copies to the UN High Commissioners for Human Rights and President of the Human Rights Council.
On May 2, 2017, the “Academic Alliance for Correcting Groundless Criticisms of Japan” sent a letter to David Kay to admonish the “Preliminary Report”.
However, the final report submitted to the UN Human Rights Committee by David Kay completely ignored those criticism which pointed out serious errors in facts.
Prof. Ymashita Eiji, who drafted the above letter by the “Academic Alliance” made a formal speech to strongly criticize David Kay’s “Final Report on the Right to Freedom of Opinion and Expression in Japan” at the UN Human Rights Committee on June 12, 2017 with 1500 words written statement.

北朝鮮非核化に向けての新戦略

 北朝鮮の非核化は猶予のならない段階にきている。
 杉原誠四郎教授は、「かの日米戦争でアメリカは日本を降伏させ、日本を占領し、占領改革を行い、成功した歴史上の経験を持っているが、北朝鮮非核化のための作戦にあっても、この経験を活かし、避難民を出さず、犠牲者(死者)を極力少なくした作戦がありうるのではないか」との考えから、この試案を出している。

A New Strategy for the Denuclearization of North Korea:
Lessons Learned from the US Occupation of Japan

This unique and challenging paper was prepared by Prof. Sugihara. He writes;
I have undertaken some research into the US military’s occupation of Japan in the aftermath of Japan’s defeat in World War II. I want to explain, in my own way, the ideas that occurred to me concerning how this perspective can be applied to a strategy for the denuclearization of North Korea that, I believe, will result in the minimum loss of life. There may be some people who will find this essay to be radical or unhelpful, but I believe that it contains many points that should at least be of some use to the denuclearization strategy of the US-led military forces that are now being deployed near North Korea.
