　マイアミ大学政治学教授ジューン・ドレイヤー女史の新著は、現在の日中関係の歴史的基盤を論ずるに当たって、極めて信頼に値します。何よりも、一面的に「善玉悪玉」を仕分けする手法を用いていないからです。
「中国人の世界観は、中国は常に自国を『中心的国家（中華』と看做し、かつ、『外部の領域』は文明化されない野蛮人が住み着いているとみていす。」「実際、儒教的社会には中国文明という概念を持ちませんでした。存在するのは『文明』と『野蛮』だけです。」とドレイヤーは説明します。中国は自国を宇宙の中心に位置すると考え、正統な天に任命された君主によって統治されていると信じていました。
それに対して、日本は、神秘的な用語を使って自国を定義しました。最古の文献は、日本の天皇は、天に選ばれた人間ではなく、日本国を創造した「神々の直接の子孫」としています。したがって、朝鮮のように冊封されることに甘んじませんでした。
現在中国がいわゆる歴史認識問題で日本を非難する思考法は、まさしく文明が野蛮に対して正義を主張して説教を垂れるパターンとなっています。事実にはお構いなしに一方的につくられた歴史が押しつけます。奇妙なことに欧米諸国がこの一方的な中国の主張に異議をとなえないことです。韓国に至っては今や冊封国そのままのように、中国型の日本批判を行うようになっています。
非常に興味ある見解で、是非日本語訳が出てほしいものです。

A nuanced understanding of past Chinese and Japanese policy and Sino-Japanese relations helps explain the actions of these piv¬otal Asian nations. Dr. June Dreyer’s current book does not distill history down to a “good-guy, bad-guy” caricature, as done in so many contemporary textbooks, but clarifies the national inter¬ests that have so largely shaped East Asian history.
The early 20th century was punctuated by a brief period of mutual cooperation between Republican China and Imperial Japan, but the People’s Republic of China’s current assertive policy towards its neighbors should be viewed as a return to historical imperial thinking which saw China at the center of a universal order and barbarians pop¬ulating the periphery. That is something very different from the Maoist vision of spreading proletariat revolution.
By contrast, Ja¬pan’s recent foreign policy and actions represent less an aggressive return to historic national interests. than a collaboration with U.S. interests. Foreign policy specialists and others who wish to under¬stand the policies and actions of the world’s second largest (and nuclear-armed) economy, China, and those of the world’s third largest economy, Japan, will find Dr. Dreyer’s current discussion highly enlightening.

大東亜共同宣言

　大東亜会議第２日の昭和１８年（１９４３年）１１月６日、「大東亜共同宣言」が満場一致で採択され、中外に発表されました。

では、共同の目標5大原則、不滅の大東亜建設、世界史を画す、10億の総意との見出しを掲げております。5大原則は次の通りです。
一、道義に基く共存共栄の秩序建設
一、自主独立を尊重し相互敦睦の実を挙げる
一、伝統を尊重し各民族の創造性を伸長する
一、緊密に提携し経済発展を図る
一、人種差別を撤廃し文化交流し資源を解放する

　まさに人種平等の出発点をなす、世界史を画す宣言です。チャンドラ・ボース　インド仮政府首班は「本日のこの歴史的会議において満場一致を以て採択せられたる大東亜共同宣言が東亜各国民の憲章であり、更には全世界被抑圧国民の憲章たらんことを祈る次第であります」と述べました。
　大東亜会議は、人類の長い歴史の果てにアジア諸民族のリーダーが集まって人種平等を宣言した有色人種による初のサミットでした。
　１９４１年８月にルーズベルト大統領とチャーチル首相がた西洋の洋上で会談して「大西洋憲章」を発しました。しかし、この憲章はチャーチルが明言しているように、アジア・アフリカの植民地には適用されないものでした。
　チャンドラ・ボースは会議のあと南京に赴き、重慶の蒋介石に対して、大東亜の大義に参加することを呼び掛けました。蒋介石の動揺をおさめようと、急遽カイロ会議を米英中で開いています。大東亜会議のインパクトが大きかったことを示しています。

Joint Declaration of Greater East Asia Conference

On November 6, 1943, the second day of the Greater East Asia Conference, a Joint Declaration was unanimously adopted.

The five basic principles of the Declaration are;
1. Common prosperity and well-being based on justice.
2. Mutual assistance and amity by respecting one another’s sovereignty and independence.
3. Enhance cultural civilization of Greater East Asia by respecting one another’s traditions and developing the creative faculties of each race.
4. Accelerate economic development through close cooperation upon a basis of reciprocity and promote thereby the general prosperity of the region.
5. Cultivate friendly relations with all the countries of the world and work for abolition of racial discrimination, the promotion of cultural intercourse and the opening of resources throughput the world, and contribute thereby the progress of mankind.
The Declaration represented a pivotal moment in world history. The Declaration was the first statement promoting racial equality ever, issued from the first summit of nonwhite peoples by Asian leaders.
Subas Chandra-Bose mentioned in his address at the Conference:
I pray to God that this Joint Declaration which this historic Assembly has unanimously adopted this afternoon may prove to be a charter for the nations of East Asia and, what is more, a charter for the suppressed nations of the whole world. May this Joint Declaration prove to be in the world’s history, the charter, the new charter of liberty for the year 1943 and after.
In August 1941, President Roosevelt and Prime Minister Churchill met aboard an American cruiser in the Atlantic and unveiled the “Atlantic Charter”. Although the Atlantic Charter airily promised to “respect the right of all peoples to choose the form of government under which they will live,” the pledge only to white, European peoples.
Thus, the Joint Declaration can be said to go well beyond the Atlantic Charter, advancing human freedom based on racial equality and human equality.

日本の真珠湾攻撃が
西欧の支配からのアジア解放の引き金となった
セナカ　ウィーララトゥナ，弁護士（スリランカ）

　スリランカで弁護士をされているセナカ・ウイーララトゥナさんという方が、去る１２月８日に上記のタイトルの英文の論をインターネット発信していることを谷本幸夫様よりご紹介いただきました。
　読んでみますと、実に的確な歴史事実に基づいた論です。これは全世界に紹介するに値する論文であると思いまして、早速ウイーララトゥナさんにコンタクトして、「史実を世界に発信する会」 とそのニュースレターを紹介して、論文を我々のサイトに掲載する許可を求めました。快くご了承いただきまして、ここに全論文をご案内する次第です。
　論文の最後に、ウィーララトゥナさんは、言っております。「アジア人の心を植民地主義から解放し、日本に感謝の意思を表明しよう」と。新しい流れ、歴史をとりもどす流れがアジアで起こりつつあることを感じます。我々日本人がこういう期待に応えないようでは、誠に申し訳ないことになります。

Japan’s attack on Pearl Harbour
Ignited the Liberation of Asia from Western Domination
by　Senaka Weeraratna, Attorney at Law (Sri Lanka)
Mr. Senaka Weerarantna, Sri Lanka, Attorney at Law, prepared this article for publication on Dec. 7, 2016 to co – incide with the 75th anniversary of the attack on Pearl Harbour. Lankaweb ( an online news website) published it on December 9. With permission of Mr. Senaka Weerarantna, I publish this article in our Newsletter.
He writes that the purpose of his article is not to embark on an inquiry to determine who was to blame and who was blameless. This is a complex issue, and there is sufficient evidence that is freely accessible today to show that blame cannot be placed on Japan for the attack on Pearl Harbour—the unfortunate circumstances that propelled Japan to war included a lack of alternative supplies of oil, after the US had ceased oil exports to Japan in July 1941, which imperiled Japan’s existence as a nation. At same time, the US completely disregard or ignored Japan’s likely response to an American oil embargo.
Rather, what is intended in his article is to examine the after-effects of the Japanese attack on Pearl Harbour and other western colonial possessions in Asia, on the psychology and morale of the people of Asia, most of whom were under western colonial domination at the time, and ask whether Japan’s anti–colonial leadership and battle success in the early phase of the War helped Asia’s freedom fighters to step-up their campaign for liberation from foreign occupation and achieve independence.

東條英機首相の演説

　これまでに６人の各国代表の大東亜会議における演説をご紹介してきましたが、今回は７人目、日本の代表である東条英機首相の演説をご紹介します。実は、東條首相の演説は大東亜会議の冒頭に行われたのですが、会議の趣旨を総括的に述べた内容でもありますので、最後に持ってきた次第です。

　「米英の平素唱導します国際正義の確立と世界平和の保証とは、畢竟欧州に於きまする諸国家の分裂抗争の助長と、アジアにおける植民地的搾取の永続化に依る、利己的秩序の他ならないのであります。」
　「米英は日本に対し、欧州大戦勃発後におきましては…平和的通商を妨害し、さらに進んでその本質において戦争と異ならざるところの経済断交の手段に訴え、他面東亜の周辺において武備を増強し…恐喝と圧迫とを強化して、帝国の存立を危殆に瀕せしめ…帝国はついに自存自衛のため…国運を賭して聖戦に邁進することとなったのであります。」

So far I have introduced addresses from representatives of six participating countries. The seventh is by Prime Minister Hideki Tojo, the representative of Japan. Actually, his address was given immediately after the opening of the Greater East Asian Conference. Since I feel that his address is inclusive and representative of all of the addresses, I present it here last.

He states “The need of upholding international justice and of guaranteeing world peace is habitually stressed by America and Britain. They mean thereby no more and no less than the preservation of a world order of their own, based upon division and conflict in Europe and upon the perpetuation of their colonial exploitation of Asia.”
If you read through his address, you will understand why Japan rose to fight against United States and Britain and why six Asian independent countries joined Japan’s fight.

チャンドラ・ボース（自由インド仮政府首班）の演説

　ビルマのバー・モー首相に続き、今回はチャンドラ・ボース自由インド仮政府首班の演説をご紹介します。

　インド国民会議派議長を務めた（１９３８-１９３９年）ボースは、ガンジーと並ぶインド独立運動のリーダーでした。１９４３年１０月２１日、日本の支援の下、自由インド仮政府を樹立その首班に就任した。大東亜会議には、オブザーバーとして出席し、最後に演説を行いましたが、最後を締めくくるにふさわしい格調高く、的確で、説得的なものでした。
　大東亜共同宣言を「岡倉天心、孫文」の理想に基づく「全世界の被抑圧国民の憲章」と語り、日本を「新世界の創造的建設者」呼んでいます。

How do UN human rights committees operate? How do UN committees that concern themselves with human rights go about issuing their recommendations?
In this chapter, the structure, system and operational methods of UN human rights committees and councils and their drawbacks are explained in detail.
There is no system in place to either monitor or punish members for violations of regulations. It seems to be the nature of sessional committees to entirely trust the “high moral standing” of their members. This leads to committee collusion with certain NGOs.
The UN Human Rights Committee should concentrate on addressing human rights violations that are occurring today. This is no time for the UN Human Rights Committee to shirk its duties and torment Japan (for more than 20 years!) about the comfort women controversy. In fact, the Committee is vilifying and infringing upon the human rights of the Japanese people.

『外務省の罪を問う』（杉原誠四郎著、自由社）
書評と英訳版のご案内

　今から７５年前の１２月８日の前夜です。「最後通告」をタイプしなければならないのに遊びに出かけてしまい、そのために「最後通告」手交が遅延し、そのため日本海軍の真珠湾攻撃が「騙し討ち」にさせられてしまったという、その直接の最高責任者である奥村勝蔵一等書記官は、戦後外務省内で処分されるどころか、吉田茂首相によって外務次官に抜擢され、外務官僚としては最高の勲一等の勲章が授与されました。
これは外務省の問題体質がもたらした一例に過ぎないということを、著者はこの本で徹底的に追及、解明しております。しかも、戦後はこうした戦争責任を反省するどころか、今度は自虐史観の発信元となっていることを著者は「新しい歴史教科書をつくる会」会長としてその被害に遭ってきたことを強調しております。
このほどノーマン・フー氏による英訳が完成しましたので、発信する会のサイトに掲載し、またニュースレターによって世界に紹介するものです。

Question of Guilt: Japan’s Foreign Ministry & Its War Responsibility

On December 7, 1941, the Japanese Navy attacked Pearl Harbor. The attack occurred 50 minutes before Japanese Ambassador Nomura handed a final message to Secretary of State Hull. Because of this, the American government accused Japan of committing a “sneak attack”.
However, the delay in the delivery of the notice was not intentional. Rather, the delay was due to the incompetence of the Japanese diplomatic representatives in Washington. They had been ordered by Minister of Foreign Affairs to deliver the message at 1:00 p.m. Instead, the message was delivered at 2:20 p.m.—a delay of an hour and 20 minutes.
Japan’s Foreign Ministry did not take responsibility for this huge blunder during the war—and has yet to take official responsibility. Thus, many Americans still believe that Japan intentionally attacked Pearl Harbor without warning.
This is but one case of serious drawbacks of Japan’s Ministry of Foreign. The author goes deep into this “dark” world.

国連が世界に広めた「慰安婦＝性奴隷」の嘘

　２０１６年３月１１日に行われた国連人権理事会に藤木俊一氏は単身で乗り込み、戸塚悦朗の仲間の東京造形大学の前田朗教授へのカウンターのために、理事会で２分間のスピーチを行いました。
　２分間のスピーチですが、１か月前の２月１６日に行われた国連女子差別撤廃委員会で杉山審議官が発言した３点、１）官憲による韓国人女性を強制的に性奴隷にした消化は見つからなかったこと、２）２０万人が慰安婦にされたという数字には全く根拠がないこと、３）性奴隷とは事実と真逆で、米国の捕虜尋問調書その他の資料でも彼女たちは高給取りの売春婦と記述されていること、をしっかりと述べました。
　さらに自称元慰安婦の女性たちが欧州、米国、日本などで証言している内容を見ると、何度も変化し、話の筋がばかげたことになっていることも指摘しています。ジープに引きずり込まれだとか、クリスマスの時期には忙しくだとか、兵士が英語をしゃべっていただとか、とても日本の慰安所とは無関係なことが「証言」として語られているのです。
　東京造形大学教授の前田朗は、例によって「慰安婦＝日本に強制された性奴隷」という立場でのスピーチをしましたが、もし、藤木氏がこれに対するカウンターのスピーチをしていなかったら、彼のウソはそのまま通っていたかもしれないわけです。

A. What we learned by visiting the Human Rights Council

Mr. Fujiki, member of the Alliance for Truth about the Comfort Women, attended a UN Human Rights Council held on March 11, 2016, alone, and spoke up against Professor Maeda Akira of Tokyo Zokei University, who is a colleague of Mr. Totsuka Etsuro.
He made a two-minute speech at the council meeting, stressing that Mr. Sugiyama, Japanese Deputy Minister of Foreign Affairs addressed crucial three points;
・ After a full scale investigation, they could not find any evidence that the Japanese authorities forced Korean women into sexual slavery;
・ The figure “200,000 women,” widely reported as such, has no concrete basis;
・ The term “sex slave” is contrary to the facts, because the women were in fact well-paid prostitutes, according to a US written Prisoners of War interrogation Report No. 49 issued in 1944 and many others.
He further pointed out that the self-proclaimed former comfort women travel to various places, including Europe, the US, and Japan, and make very strange claims, such as, “I was dragged into a jeep by Japanese soldiers, we were especially busy during Christmas time, and I could not communicate with the driver because I could not speak English, [etc.]”
1) Japan did not have jeeps at that time;
2) Japan was/is not a Christian nation so there was/is no holiday for soldiers during “Christmas time”;
3) Japanese soldiers did not speak English.

“In the past, which now seems to be a very long time ago, it was inconceivable that the Asiatic peoples should meet together as we are meeting here today. Well, the impossible has happened. It has happened in a way which outstrips the boldest fantasy or dream of the boldest dreamer among us.
Today, an East Asiatic Assembly is sitting in the capital of East Asia. Thus, a new world has come into existence, a new order, a new citizenship. For the first time in history, the East-Asiatic peoples are meeting together as members of a free and equal brotherhood which is founded upon and consecrated to the truth that East Asia is one and indivisible.”

その８、「通州事件」遭難生存者（４人）の証言
４）佐々木テンの証言

　佐々木さんは攻撃を受けた受難者ではありません。たまたまある事情で、事件時に支那人の群衆に紛れて「支那人として」蛮行の一部始終を目撃することになった、貴重な証言者です。
　大分の田舎で生まれた佐々木さんは大阪で働いているときに中国人の沈さんという人と知り合い結婚し、昭和３年に中国にわたり、昭和９年に通州に移住しました。昭和１１年ころになると町の空気が不穏になってきて、夫の沈さんから中国人を装うように言われ、そうして暮らしていました。
　そして昭和１２年７月２９日に朝、夫の沈さんと殺害現場に出くわしたわけです。「支那人として」目撃していたためにとがめられることなく一部始終を見るとになったのでした。
　浄土真宗本願寺派因通寺１６世住職であった調（しらべ）寛雅氏が西本願寺別府別院で講話をしたときに熱心に通ってこられた佐々木さんからこの証言を直接聞いて、『天皇様が泣いてござった』（教育者）という本に載せています。
　佐々木さんの証言の部分を藤岡信勝教授が、解説を加えて『通州事件　目撃者の証言』（自由社）という本にまとめております。その証言部分です。

“Tongzhou Massacre” Series 8

4) The Testimony of Ms. SASAKI Ten

This is the eighth of a series of articles pertaining to the Tongzhou Massacre, which has been submitted for inclusion in UNESCO’s Memory of the World Register.
Ms. SASAKI Ten, from Ooita Prefecture, married a Chinese named Chen (沈) and moved to China. She lived in Tongzhou at the time of the Incident. On the morning of July 29, being drawn by murmuring (“Something odd is going on in Japanese residential district”), hiding behind the shadow of her husband, she witnessed the crime. Returning to Japan after a divorce, she was fearful of mentioning the Incident to anyone or that she had even lived in Tongzhou
After speaking with a senior monk, Shirabe Kanga, at a Buddhist Temple, she was able to open up and speak about her experience. A chronicle of her statements was published and authored by Shirabe, “The Emperor is Crying” (l997, published by Kyoiku-sha), with nearly 50 pages of commentary.
Compared to other testimonies, Ms. Sasaki’s testimony is that of a witness, watching the atrocities as they occurred, and so, by its nature, very precious source material.
From Ms. Sasaki’s statement:
“From the house a young [Japanese] woman was dragged out. She looked like someone’s young daughter and appeared to be about 15 or 16 with fair skin. It was a [Chinese] student who dragged her out. And he stated found her hiding and dragged her out. The face of the young lady was hard with fear. Her body was violently shaking. The student who dragged her out had a smile on his face, as if he had just pulled out a kitten out from hiding… [annotated 8 lines] The student suddenly threw the girl down to the pavement, then ripped off her undergarments. The young lady screamed ‘Please help me!’ It was at that moment, one Japanese man jumped out. And as if to cover her body he threw himself onto her. He was probably her father. Then a [Chinese] militia man struck the head of this man with the butt of a rifle. A crushing sound was heard. The man’s head split open…”

Gruesome atrocities committed during the Tongzhou Massacre appear to be endless in Ms. Sasaki’s testimony. While horrifying, Ms. Sasaki’s testimony vividly conveys heinous acts of Chinese barbarism.
